Specialized Experience: One year of specialized experience which includes:1) Applying comprehensive knowledge of Financial Management laws, regulations, policies to interpret methods of planning, programming and budgeting execution;2) Utilize automated financial systems, such as General Fund Enterprise Business System (GFEBS), to create financial reports and conduct analysis in support of the planning and execution of Research and Development funds;3) Utilize skills to apply proficient procedural use of funds control, accounting, and internal financial management systems in an Research and Development environment;4) Prepare a variety of budget execution status reports for all types of funding and monitor the use and rate of expenditure of funds to ensure compliance with statutes, regulations, and policies;5) Utilize a variety of automation tools i.e. (Microsoft Excel, PowerPoint) to analyze data and prepare presentations of financial information for senior leader information and decision making; and6) Communicate a variety of financial and other data through written communications, correspondence, and oral briefings to internal and external stakeholders.
This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09 equivalent or higher).

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
