This is a GG-14 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-14 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-14 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of the policies, principles, concepts, guidance, procedures, techniques, and methodologies pertaining to budget formulation and financial management; knowledge of the mission, roles, functions, organizational structures, and operation of organizations to provide guidance pertaining to acquisition, budget formulation and financial management; knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks; and ability to plan, organize, mentor, motivate, and direct subordinate teammates in the use of automated data processing concepts, systems capabilities, and economic usages to effectively complete assignments; knowledge of revolving funds and annual and multiple-year appropriations; their characteristics, uses, applications, and data structures; and knowledge of the Planning, Programming, Budgeting, and Execution process and its products, terminology, and guidance documents including budget and financial management regulations, OMB Circulars, and Congressional Legislation. Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Extensive knowledge of DoD and USAF budgetary and financial methods, regulations, policies, concepts, methods, practices, processes, and procedures to formulate, justify, and execute the budget for assigned budget accounts.
- Wide-range knowledge of missions, functions, goals, objectives, work processes and sources of funding pertinent to AF cryptologic programs/organizations.
- Extensive knowledge and ability to select and apply appropriate advanced quantitative methods, statistical techniques, and applied mathematics to perform extensive cost analyses, make sound decisions, and reconcile conflicting data.
- Knowledge of safety, security, and control of classified material. Knowledge of automated data processing software programs and capabilities used to accomplish budget/funding tasks.
- Expert skill in applying knowledge of financial and budgetary relationships, performing cost estimates for major acquisition programs and budgeting within the military command structure.
- Ability to apply analytical methods and techniques to evaluate program plans and funding which involves substantial resources and requires extensive changes in established concepts and procedures. Ability to communicate effectively, both orally and in writing, to negotiate complex issues and maintain good working relationships essential to express the agency's budgetary position to a variety of audiences. Ability to manage a small staff and carry out all phases of personnel management responsibilities.
Conditions of Employment Continued:
- Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position(TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
- Financial Disclosure: Incumbent is required to file an OGE Form 450, Confidential Financial Disclosure Report, upon appointment and will be required to file annually. Incumbent is required to submit a Financial Disclosure Statement, OGE- 450, (5CFR Part 2634, Subpart I USOGE, 6/08). Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, in accordance with DoD Directive 5500-7-R, Joint Ethics Regulation, dated 23 March 2006.
- This is Financial Management Level 3 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program.
