THIS IS A T5 EXCEPTED SERVICE, TEMPORARY POSITION
Selectee may be non-competitively extended up to 4 years if/when funding becomes available.
The primary purpose of the BUDGET ANALYST (ACCELERATED HIRE), GS-0560-7/9, is to serve as the principal financial advisor to the Facilities Management Officer, performing budget analysis duties, to include preplanning, programming funds allocation, procurement, utilizing internal controls, and reports. This type of work requires knowledge and skill in the application of related laws, regulations, policies, precedents, methods, and techniques of budget analysis and funds management.
- Develops procedures and objectives pertaining to budget estimates for use by management officials to ensure compliance with State and National Guard Bureau's (NGB) requirements. Based on knowledge of the missions, functions, goals, objectives, procedures, and activities, forecasts program needs for Real Property Operations and Maintenance (RPOM) and Military Construction (MILCON).
- Analyzes the budget, developing internal controls and monitoring budget accounts to ensure state priorities and mission objectives are achieved. Reviews and analyzes the State Employee Allocation Standard (SEAS) to ensure compliance with ceilings.
- Develops guidelines for funds allocation, budgetary rations, and constraints between the Federal Government and the State under the Master Cooperative Agreement (MCA). The CFMO's MCA includes Real Property Operations and Maintenance costs and may include execution of Environmental budgets.
- Recommends solutions to funding problems/issues, which may include transfer of funds between accounts. Provides statistical information to CFMO for presentation to PBAC Program Budget Advisory Council (PBAC) Committee, and may serve as a non-voting member.
The position resides within the infrastructure and support functions of the state National Guard; the incumbent is not subject to mobilization, nor is the work described part of the military mission; and the incumbent does not perform a key advisory or essential administrative role that is inherently military. In addition, the position must meet one of the following: It does not have a comparable military function; the position is required in full-time (civilian) role when the organization, or similar military position, is mobilized to perform continuing post-mobilization functions; or the position requires a skill or competency that necessitates technical expertise or professional qualifications that cannot be readily found in the military structure of the state military force.
At the lower grade level of GS-07, the incumbent performs the basic duties and has the basic responsibilities as described above; however, assistance, guidance and support from the supervisor or co-workers is provided as required until statutory and performance requirements for advancement to the next higher level are met.

THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
Security Clearance: at a minimum a National Agency Check is required prior to position assignment.
Qualifications
BUDGET ANALYST (ACCELERATED HIRE), GS-0560-07 (Trainee): Must have at least one year of specialized experience, equivalent to at least the GS-06 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience with validated understanding of the basic principles and concepts of the budget analysis occupational series and grade.
BUDGET ANALYST (ACCELERATED HIRE), GS-0560-09: Must have at least one year of specialized experience, equivalent to at least the GS-07 level, or equivalent pay band in other pay systems in the Federal government. This experience may also have been obtained in the private sector, but must demonstrate that it is comparable to the GS grade indicated. Specialized experience may have been demonstrated by performing duties such as: Experience performing moderately difficult and complex assignments consisting of well-precedented tasks; Experience independently planning and carrying out successive steps and handling problems and deviations in work assignments in accordance with instructions, policies, previous training, or accepted practices; Experience applying principles, concepts, and theories of budgeting; Experience performing studies and preparing reports, documentation, and correspondence to communicate factual and procedural information clearly.
TRAINEE POSITION: Applicants not meeting full qualifications for the GS-09 position indicated above may be considered for GS-07 trainee, if qualified. Statement-of-Difference of qualification requirements for each are indicated. If appointed as trainee, the selectee may be non-competitively promoted to GS-09 upon meeting full qualifications and recommendations of supervisor.

Education
Substitution of Education for Specialized Experience: Undergraduate degree and/or a post graduate degree from an accredited college/university in National Guard Finance or Combination of the following required disciplines: Accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management that demonstrates the knowledge, skills and abilities necessary to do the work required.
