In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management positions located

GENERALIZED EXPERIENCE: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade NH-01 (GS-04), or equivalent in other pay systems. Examples of general experience is experience that demonstrates ability to assemble and/or develop background data, information, and documentation to support required program budgets for reference and evidence in agency budget hearings and/or before OMB and/or Congressional committees. Research, compile, and summarize data involving obligations, expenses, and object class/line item information, narrative information, and quantitative budgetary data for use in preparing budget estimates.
OR
EDUCATION: Applicants must have successfully completed a full 4-year course of study in
any field leading to a bachelor's degree, in an accredited college or university, meets the GS-5 level, or equivalent, requirements for many positions covered by this standard. Education at the graduate level in an accredited college or university in the amounts shown in the table meets the requirements for positions at GS-7 through GS-11 equivalent.

COMBINATION OF EXPERIENCE AND EDUCATION
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Knowledge of commonly used budgetary methods, practices, processes, procedures, regulations, precedents, policies and other guidelines.
- Knowledge of mission functions; goals; objectives, work processes and sources of funding pertinent to installation, programs/organizations.
- Knowledge of sources of factual information about and related to processes of budgeting, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
- Knowledge of automated data processing concepts and systems capabilities to accomplish budget/funds execution tasks.
- Skill in the application of methods and techniques (e.g., cost-benefit analysis, activity-based costing [ABC], zero based budgeting [ZBB], amortization, depreciation, and pro-rating revenues and costs among customers) to analyze and evaluate the effects of changes in program plans and funding.
- Skill in formulating, justifying, and/or executing assigned budgets/programs.
- Ability to gather, assemble, and analyze data to prepare budget estimates, develop alternatives, and make recommendations to resolve budget/funding problems.
- Ability to communicate effectively, both orally and in writing, to justify, defend, present, and/or advise on budgetary processes/actions.
Desired Skills:
- 2 years of experience working with Test & Evaluation funded programs.
- 2 years of experience working with the Defense Travel System (DTS), to include reviewing orders, expenses, and voucher submissions.
- 2 year of test program experience from a financial and budgetary standpoint
