Duties
As a BUDGET ANALYST (TITLE 32), GS-0560-7/9, you will perform analytical research of financial data to plan, formulate, program, and execute annual operating budgets for the Training Center. Certifies funds and coordinates the receipt of funding documentation from multiple sources (may include Non-Appropriated Funds, NAF). Produces monthly, summary, and quarterly reports on funding programs and allotments for these accounts to the program managers and leadership. Responsible for the budgetary planning and programming timetables for new and modified programs, deployments, mobilizations, exercises, and training events. Coordinates with subordinate directorates and tenant organizations for the evaluation and validation of budget proposals. Completes reconciliation actions as needed. Performs monthly analysis of financed and obligated orders to forecast expenses and provide a narrative explanation of the causes of any variants between the actual and budgeted training objectives. Assures compensation is received from other government or civilian entities utilizing the training site for the purpose of training, research and development, or other uses.

Qualifications
AREA OF CONSIDERATION: This position is in the Excepted Federal Civil Service "under the authority of 32 U.S.C. 709" and is open to Category 1 & 3 Only. Category 1: All permanent/indefinite (T32 and T5) technicians employed by the agency WITH dual FL National Guard military membership; Category 3: All current military members of the Florida National Guard. First consideration will be given to Category 1.
PCS: Permanent Change of Station (PCS) costs, MAY be authorized. Authorization for payment of PCS expenses will be granted ONLY after determination is made that payment is in the best interest of the Florida National Guard.

GENERAL EXPERIENCE: Must have experience, education, or training involving skills in applying problem solving techniques; and skills in communicating effectively both orally and in writing. Ability to plan and organize work. Competencies in analysis, research, writing, and judgment typically gained through college education or progressively responsible experiences. Ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment.
SPECIALIED EXPERIENCE: GS-07: Must have 1 year equivalent specialized experience at the GS 05 level, or the equivalent which provides knowledge and/or experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures, ability to follow established methods and procedures; use practical knowledge of the operations, procedures, and policies of specific program areas or functional assignment and, typically learn to do the work through extended specialized experiences.
SPECIALIZED EXPERIENCE: GS-09: Must have at least one year of specialized experiences at the GS-07 level or the equivalent which provides knowledge and/or experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures; candidate must have a good understanding of the basic principles and concepts of the National Guard financial budget business program requirements; experiences and training that demonstrate the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.
MULTIPLE LEVEL RECRUITMENT: This position is being advertised using multiple level recruitment to allow for consideration of applicants with the basic skills necessary to develop to the full journeyman level of the position. If a less than fully qualified applicant is selected, the incumbent may be trained and developed until proficiency is gained to full journeyman level. If less than fully qualified individual is selected for this position, the position has potential to Grade__09__.
STATEMENT OF DIFFERENCE: The purpose of this position is to provide on-the-job experience for the purpose of qualifying for the target grade level described in the position description. Work assignments are selected to provide training and experience in this occupation. The incumbent is required to obtain increased knowledge and skill in the duties of the position at the target grade level. Promotion to the full journeyman level position is not automatic with the completion of the time in grade requirements, but rather it is contingent upon the assignments and performance of full journeyman level duties on a regular and recurring basis.
Education
In lieu of specialized experience, you may qualify with the following education or combination of both education and experience:
GS-07-1 full year of graduate level education
or
superior academic achievement
GS-09-master's or equivalent graduate degree
or
2 full years of progressively higher level graduate education leading to such a degree
or
LL.B. or J.D., if related
