To qualify at the GS-11 grade level your resume must include relevant experience/education with beginning and ending dates reflecting the following:
Specialized Experience:
One year of specialized experience, education, or training equivalent to at least the next lower grade level (GS-9) in the normal line of progression for the occupation in the organization. Must have experience, education, or training of finance budget competencies that provided knowledge of financial principles and procedures. Candidate must have an excellent understanding of the basic principles and concepts of the National Guard financial budget business program requirements. A candidate must have experiences and training that demonstrates the abilities to follow directions, to read, retain, and understand a variety of instructions, regulations, policies, and procedures.

Must have a Ph.D. or equivalent doctoral degree, -
or - 3 full years of progressively higher level graduate education leading to such a degree, -
or - LL.M., if related

Must have a combination of the education and experience listed above. A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. Visit OPM website for more information:

Substitution of Education for Specialized Experience:
To qualify, the applicant must have a completed graduate education, the college degree education must be in one of, or be a combination of the following required disciplines: accounting, business, finance, economics, industrial management, marketing, quantitative methods, or organizational management. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Applicants, who completed a military financial technical school course and were awarded the applicable and compatible military skills, are considered qualified for GS-09 level positions.
NOTE: You must submit a copy of official transcripts if using education to meet minimum qualification.

Quality of Experience:
Length of time is not of itself qualifying. Candidates' experience should be evaluated on the basis of duties performed rather than strictly on the rank of the individual; however, established compatibility criteria/assignments must be followed for Dual Status Technician positions. The applicant's record of experience, training, and education must show possession of the knowledge, skills, and abilities needed to fully perform the duties of the position to be filled.
