Conditions of employment
- You must be a current Career or Career Conditional GPO employee to apply.
- Selectees must pass a physical examination prior to appointment.
- Strength test may be required.
- Selectee may be requiremed to serve a one-year probationary period.
- Males born after 12/03/59 must be registered for Selective Service.
- Selectee may be required to pass all preemployment requirements prior to appointment.
- Selectee may be required to obtain and Maintain a Secret Security Clearance.
- Light to moderate lifting and carrying. May occasionally be required to handle items/materials weighing up to 50 lbs.
- Work involved standing for prolonged periods while operating/monitoring bindery machines. Frequent stooping, bending, and reaching to make machine adjustments, remove mis-routed materials, etc.
- Works in a well-lighted, heated, and ventilated areas. Occasionally exposed to low/high frequency noise generated by adjacent machine operations and vibrations during peak production periods.
Qualifications
To qualify for the position, you must meet the following requirements: Applicants must have experience and/or training of sufficient scope and quality to independently perform the duties typically required of a Bindery Machine Operator Leader. These duties require skill in
Applicants must meet the following Screen-Out element, Job Element # 73: Ability to Lead or Supervise to be considered for this position. Your qualifications will first be evaluated against the prescribed screen out element, which usually appears as question 1 in the online questionnaire. If your knowledge and ability in the SCREEN OUT ELEMENT below is not sufficient, you will receive no further consideration. The screen-out element for this position is:
- Operate and set up powered bindery equipment used to produce printed materials such as books, manuals, catalogs, or similar products; and ability to perform machine set up or adjustments using tools and follow written production instructions.
In addition to the SCREENOUT requirements per GPO 615.2C Federal Merit Promotion Plan (FMPP), Appendix B GPO employees must have completed the following:
A. completed a formal, recognized apprenticeship or GPO journeyperson training program, or possess substantially equivalent practical experience in the trade of the vacant position.
B. at least 1 year of journeyperson experience subsequent to completion of the above apprenticeship or training.
-AND-
C. served a minimum of 1 year in a career or career-conditional appointment in the GPO.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education
Substitution of education in lieu of specialized experience may not be used for this grade level.

The GPO offers Transit subsidy for commuters using public transportation (Metro Bus/Rail, MARC, VRE, etc.).
Background Investigation:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully completed a background investigation for a Secret Security Clearance. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs. Depending on the type of background investigation required, the security process may take between 6 weeks to 12 months.
The agency may rescind the tentative offer, if the candidate is unable to obtain an interim clearance.
