Summary


These positions are located in Dry Tortugas National Park, in the Resource Management Division.

  • These are term positions (more than 1 year) with an initial appointment to last at least 13 months but may be extended up to a total of 10-years.
  • Term positions do not convey permanent status in the Federal service.

Duties

Four positions are anticipated to be filled from this Job Opportunity Announcement:

  • One position will be filled at the GS 05 grade level, with an annual salary range of $42,151 - $54,793 per year.
  • One position will be filled at the GS 06 grade level, with an annual salary range of $46,987 - $61,085 per year.
  • One position will be filled at the GS 07 grade level, with an annual salary range of $52,214 - $67,880 per year.
  • One position will be filled at the GS 08 grade level, with an annual salary range of $57,824 - $75,170 per year.
Each position is being filled at the full performance level, therefore there is no promotion potential associated with any of these positions.

These positions are duty stationed at Dry Tortugas National Park (DRTO) which is located 70 miles west of Key West, Florida, in the southeastern Gulf of Mexico. The park is 101 square miles of mostly ocean with a sub-tropical coral reef system. There are currently 7 small keys that make up less than 0.2% of the park area. These keys are home to a variety of nesting seabirds including: sooty terns, brown noddys, magnificent frigatebirds, and masked boobies. The keys are also hosts for several hundred loggerhead and green sea turtle nests each year. The marine part of the park consists of a large variety of coral reefs, which have been severely impacted by warm ocean temperatures and coral diseases over the past several years. The Natural Resources program will be focused on monitoring how the loss of coral effects the ecosystem and whether restoration projects can help preserve and enhance the ecosystem and the populations that rely on it.

Work will include a mixture of terrestrial and marine focused duties. Which will include conducting monitoring studies for seabirds and sea turtles, invasive species management, marine surveys (coral, fish, benthic invertebrates, seagrass, etc...), and restoration projects. Work priorities can shift rapidly due to the remote nature of the park, weather patterns, and logistical difficulties, so being flexible is vital to these positions.

While on duty employees typically stay at Garden Key, a remote 16-acre island with few services. The island does have employee housing, a small recreation room, and limited Starlink internet. Employee housing at Garden Key is in small or shared apartments with other employees. Housing units have running water, air-conditioning, and small kitchens. There are no grocery stores, banks, etc... available on the island. Employees must travel to Key West to access most services. Creating a work-life balance while living at a worksite for up to two weeks, with limited to no services can be challenging. Available recreational activities include: snorkeling, diving, paddleboarding, fishing, sailing, birding, and other outdoor pursuits.

Requirements

Conditions of Employment

  • U.S. Citizenship required.
  • Appointment subject to background investigation and favorable adjudication.
  • Meet Selective Service Registration Act requirement for males.
  • Selectee will be required to participate in the Direct Deposit Electronics Funds Transfer Program.
  • You will be required to submit to a drug test and receive a negative drug test result prior to appointment. In addition, this position is subject to random testing for illegal drug use.
  • You will be required to submit to pre-employment medical and periodic physical examinations.
  • You will be required to obtain a NPS SCUBA (Blue Card) certification and pass the DOI Motorboat Operator Certification Course within 12 months of Entrance on Duty (EOD).
  • You will be required to operate a government (or private) motor vehicle as part of your official duties; a valid driver's license is required. You will be required to submit a Motor Vehicle Operator's License and Driving Record. You must also submit (within a State sealed envelope or submitted directly by the State authorities), and at your own expense, all certified driving records from all States that disclose all valid driver's licenses, whether current or past, possessed by you.
  • You may be required to complete training and operate a four-wheel drive vehicle.
  • You will be required to wear a uniform and comply with the National Park Service uniform standards. A uniform allowance will be provided.
  • You may be required to work on-call, evenings, weekends, holidays, overtime and shift work.
  • You will be required to complete a one-year trial period.
  • You may be required to travel overnight away from home up to 18 nights per month. You must obtain a government charge card for travel purposes.
  • Must have the ability to safely lift up to 50 lbs.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.
  • Applicants must be at least (1)18 years old or (2) at least 16 years old and: (a) Have graduated from high school or been awarded a certificate equivalent to graduating from high school; or (b) Have completed a formal vocational training program; or (c) Have received a statement from school authorities agreeing with their preference for employment rather than continuing their education; or (d) Be currently enrolled in a secondary school and either work only during school vacation periods or work part-time during the school year under a formal student employment program.

Qualifications

All qualifications must be met by the closing date of this announcement-11/22/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). If part-time, the hours must be annotated to be able to pro-rate the amount of qualified specialized experience.

SELECTIVE FACTORS: At the GS 07 and GS 08 grade levels, these positions are expected to be able to operate small vessels in open water ocean environments, thus documentation of holding a current DOI Motorboat Operator Certification Course certificate or equivalent boating training program certification is required. As well as documentation of substantial experience operating and crewing small vessels in coastal waters. You must provide documentation at the time of application, such as a copy of your certification and description of your experience in your resume, to meet this requirement. Candidates who do not meet, and provide documentation of meeting, this requirement by close of this announcement will receive no further consideration for this position at the GS 07 and GS 08 grade levels.

At the GS 05 and GS 06 grade levels, these positions are expected to be able to be able to SCUBA dive. Applicants must provide documentation of holding an advanced open water SCUBA certification or equivalent from an accredited national institute (e.g., NAUI, PADI SSI) and have at least 20 logged scientific and/or commercial dives. You must provide documentation at the time of application, such as a copy of your certification and dive log, to meet this requirement. Candidates who do not meet, and provide documentation of meeting, this requirement by close of this announcement will receive no further consideration for this position at the GS 05 and GS 06 grade levels. A dive log providing complete documentation of the required 20 scientific and/or commercial dives is required.

At the GS 07 and GS 08 grade levels, these positions are expected to be able to be able to SCUBA dive with more documented diving experience. Applicants must provide documentation of holding an advanced open water SCUBA certification or equivalent from an accredited national institute (e.g., NAUI, PADI SSI) and have at least 50 logged scientific and/or commercial dives. You must provide documentation at the time of application, such as a copy of your certification and dive log, to meet this requirement. Candidates who do not meet, and provide documentation of meeting, this requirement by close of this announcement will receive no further consideration for this position at the GS 07 and GS 08 grade levels. A dive log providing complete documentation of the required 50 scientific and/or commercial dives is required.

To qualify for this position at the GS-05 grade level, you must possess at least of the following minimum qualifications by close of the announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-04 grade level in the Federal service (obtained in either the public or private sectors). This experience includes activities such as: conducting biological/ecological/fishery/wildlife inventory and monitoring activities for a variety of biological/ecological/fishery/wildlife species. Research activity or control program work; nursery work that required the growing and maintenance of plants in a controlled environment; work comparable to that with a large dairy farm where production records, animal environment, and sanitary conditions were kept in accordance with modern dairy practice. NOTE: Farming experience that was not performed in a controlled environment, or experience as a laborer who was not responsible for planning and scheduling his/her own work, but only performed assigned tasks, would not qualify as specialized experience. You must include hours per week worked.

EDUCATION: Successful completion of at least a full 4-year course of study leading to a bachelor's degree with major study or at least 24 semester hours in any combination of scientific or technical courses such as biology, chemistry, statistics, entomology, animal husbandry, botany, physics, agriculture, or mathematics. At least 6 semester hours of courses must have been directly related to the position to be filled. You must include transcripts.

Physical Demands: The work requires regular physical exertion such as walking or climbing over wet, rough, uneven and/or
rocky surfaces; bending, crouching, stooping or reaching to observe, collect and/or record field data; or in some situations the work may require physical exertion to handle wild animals, prepare soil for planting, to scuba dive or operate a boat. Moderately heavy items, such as equipment packs weighing up to 50 pounds, must be lifted and carried on a regular basis. May be required to hike several miles in
a day. In other situations, there may be special requirements for agility or dexterity such as exceptional hand/eye coordination.

Working Conditions: The work environment varies from office/laboratory settings to field sites. The work performed in the
field involves regular and recurring exposure to extreme weather conditions and terrain, poisonous plants, biting insects and wild animals. The employee is required to use protective clothing such as gowns, coats, boots, goggles, gloves.

The National Park Service has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.
