Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.
Basic Education Requirement:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position;
OR
Combination of Education and Experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered for the GS-11 level:
Specialized Experience: To qualify for the GS-11 level, you must possess at least one year of specialized experience equivalent to the GS-9 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include:
- Assisting in planning and coordinating biological activities and other planning applications.
- Ensuring compliance with the laws, regulations, and policy dealing with wetlands, invasive species, endangered and threatened species, wildlife, and other resource management activities as they relate to the agency's mission, roles, and responsibilities.
- Utilizing technical tools, systems, and databases (Customer Service Toolkit, Conservation Desktop, Protracts, GIS/ArcGIS etc.) in support of conservation activities;
- Providing technical support and training to others on the use of electronic business tools related to conservation planning or implementation.
- Assisting with providing assistance to landowners in the determination, restoration, enhancement, and creation of wetlands OR
Substitution of education in lieu of specialized experience for the GS-11 level: 3 years of progressively higher level
graduate education leading to a to a Ph.D. degree or equivalent doctoral degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.
OR
Combination of Education and Experience: A combination of
graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.
In addition to meeting one of the Basic Requirements listed above, applicants must meet the following Minimum Qualifications Requirement in order to be considered for the GS-12 level:
Specialized Experience: To qualify for the GS-12 level, you must possess at least one year of specialized experience equivalent to the GS-11 level or higher in Federal service, or comparable experience not gained through Federal service. Examples of specialized experience include:
- Having overall responsibility in planning and coordinating biological activities and other planning applications.
- Responsible for knowledge of, and performance in accordance with, laws, regulations, and policy dealing with wetlands, invasive species, endangered and threatened species, wildlife, and other resource management activities, as they relate to the agency's mission, roles, and responsibilities.
- Providing leadership, technology development, technology transfer, and technical assistance for use of business tools in the state..
- Providing direct assistance to landowners in the determination, restoration, enhancement, and creation of wetlands.
- Utilizing expertise and knowledge of regulations contained in various Federal and state wetland manuals to assist NRCS and landowners with conservation activities.
Note: There is no education substitution for the GS-12 level.
