Summary

This position is a Biologist, GS-0401-13, with the R9-Division of Environmental Review.

This is a term position expected to last 13 months but may be extended up to a total of 4 years at management's discretion.

Duty location is negotiable with placement at a U.S. Fish and Wildlife regional or field office, current duty station, or other DOI-owned or -leased worksite management discretion. This is not a remote position. Reserve questions regarding placement for the interview process.

This position will be filled under the Office of Personnel Management's Direct Hire Authority and is open to all United States citizens and U.S. nationals. Duties

This position will serve as a national coordinator and Endangered Species Act (ESA) section 7 lead to facilitate interagency cooperation and the efficient and effective ESA section 7 consultation and conservation associated with the implementation of energy, infrastructure, and/or land management programs and projects. The duties of this position will include, but are not limited to:

  • Build partnerships with Federal and State agencies, industry and conservation organizations, and others to promote effective environmental reviews and the conservation of fish, wildlife, and plants and the ecosystems they depend upon.
  • Provide scientific, technical, and program support to improve how the U.S. Fish and Wildlife Service (Service), Federal agencies, and others work together to meet ESA section 7 and other environmental review responsibilities associated with the implementation of energy, infrastructure, land management, and/or similar programs.
  • Coordinate, facilitate, and/or conduct activities pursuant to ESA section 7 and/or other environmental laws.
  • Coordinate with and provide technical assistance to Service Regional and Field Offices.
  • Analyze, interpret, develop, and provide training on environmental review practices, procedures, or guidelines.
  • Support the development of programmatic environmental documents and environmental data.

Qualifications

Only experience and education obtained by 01/07/2025 will be considered.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:
  1. Bachelor's or higher degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. OR
  2. Combination of education and experience that includes courses equivalent to a major in the biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, PLUS appropriate experience or additional education. The quality of the combination of education and experience must be sufficient to demonstrate possession of the knowledge, skills, and abilities required to perform work in the occupation, and is comparable to that normally acquired through the successful completion of a full 4-year course of study with a major in the appropriate field.

Minimum Qualification [GS-13]
  1. One year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service. Examples of experience include: (1) serving as a technical expert and providing guidance, training, and assistance on the implementation of the Endangered Species Act, National Environmental Policy Act, Fish and Wildlife Coordination Act, and/or other environmental laws and associated regulations and policies; (2) managing a high-volume of complex projects/assignments related to natural resource management; (3) preparing correspondence, briefing papers, technical reports, and other written communications on conservation, technical, or policy issues; (4) coordinating and leading diverse teams to develop actions plans and deliver projects related to fish and wildlife conservation; (5) collaborating with internal and external stakeholders to achieve fish and wildlife conservation objectives; (6) evaluating and developing collaborative conservation solutions for land and water development and other natural resource management challenges.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
