Summary

This position is located in Denver Service Center, in the Transportation Division. The Biologist will be engaged in the study, inventory, monitoring, restoration, and management of a broad range of natural resources.

This is a fully remote position.

Duties

The major duties of the Natural Resource Specialist position include, but are not limited to, the following:

  • Serves as a revegetation specialist with a wide range of duties related to planning and implementing vegetation management and revegetation projects at national park service locations. Specialists will prepare and review design and implementation plans and contracting documents.
  • Provides technical advice to project managers and team members related to principles of vegetation management, restoration ecology, best management practice for post construction site stabilization, and issues related to plant materials selection as it relates to the duties of position.
  • Performs as a revegetation specialist on interdisciplinary teams of professionals. Collaborates within the division and with contractors, and parks.
  • Works as a team to implement revegetation projects that meet project goals, adhere to budget requirements, meet timelines, adhere to agency's policies for plant material usage including appropriate genetic identity of plants, and integrate best available science.

Duties will be developmental in nature when filled below the full performance level.

Qualifications

All qualifications must be met by the closing date of this announcement-01/02/2025-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. To receive credit for experience, your resume MUST clearly indicate the nature of the duties and responsibilities for each position, starting and ending dates of employment (month/year), and the resume must reflect full and/or part-time or total number of hours worked (i.e., work 40+ hours a week, rather than indicating full-time). You must meet one of the following Basic Requirements in order to be eligible for this position:

General Natural Resources Management & Biological Sciences Series, 0401:
  • Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.--OR--
  • Combination of education and experience: Courses equivalent to a major, as shown in above, plus appropriate experience or additional education.
If you do not meet these basic requirements, you will be considered not qualified and will not received consideration for this position.

- AND -To qualify for this position at the GS-11 grade level, you must possess all of the following minimum qualifications by close of the announcement:
  • SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following activities: 1. Experience identifying native plants in multiple ecosystems 2. Experience managing vegetation management contracts and/or contractors. -OR-EDUCATION: Successful completion of at least Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., if related. You must include transcripts -OR- Successful completion of a combination of education and experience as described above. You must include your resume with hours worked per week annotated, as well as transcripts.
To qualify for this position at the GS-12 grade level, you must possess all of the following minimum qualifications by close of the announcement:
  • SPECIALIZED EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-11 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of the following activities: 1. Has specialized knowledge and experience in botany and ecology to successfully select and use genetically and ecologically appropriate plant materials in revegetation and/or restoration projects. 2. Experience authoring independently or with a multidisiplinary team vegetation management plans, vegetation management contract documents and or restoration design plan sets.
  • There is no substitution of education for experience at the GS-12 level.
You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week. Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

To qualify based on education, you must submit a legible copy of transcripts from an accredited institution with your name, school name, credit hours, course level, major(s), and grade-point average or class ranking. Transcripts do not need to be official, but if you are selected for this position and you used your education to qualify, you must provide official transcripts before you begin work.

If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Physical Demands: The purposes of the contacts are to provide professional advice to managers and other staff; to exchange information; to provide instruction or services; to coordinate and advise on mutual work efforts and research; to ensure compliance with laws and regulations; to train; to procure supplies and materials; and to secure cooperation for park programs from other agencies, individuals or interest groups.

Working Conditions: The position may require strenuous physical activity including periods of standing, walking, climbing, and lifting and carrying heavy objects. Some activities will occur in physically dangerous areas or settings. Documentary research and report writing work is sedentary, which entails the ability to concentrate and write for long periods of time.

This is a term position (more than 1 year) with an initial appointment expecting to last at least 13 months but may be extended up to a total of nine years, or more based on any changes to regulations governing the number of years term appointments may last, without further competition. Term positions do not convey permanent status in the Federal service.

The National Park Service retains the right to extend the duration of this appointment after selection and/or appointment, based on changes to the regulation governing the number of years term appointments may last. This change, which may be made at the agency's sole discretion and without further competition, shall not be construed or interpreted as the granting of a right to a selectee or employee to such an extension. No extension to a term appointment shall be granted to a selectee/employee to an amount of time that exceeds the maximum number of years authorized under any present or current regulation, unless such regulation expressly allows such action.
