Summary

The Battle Creek VA is recruiting for an Biomedical Equipment Support Specialist (Biomedical Information Systems). The Biomedical Equipment Support Specialist (Info Systems) will function under the Healthcare Technology Management Service (BioMed).

Duties

The Biomedical Equipment Support Specialist (Biomedical Information Systems) duties include but are not limited to:

  • Lifecycle management of network equipment including but not limited to network switches, servers, routers and related infrastructure for any and all networked complex medical devices and systems such as imaging, life support, dialysis, and monitoring.
  • Completes both routine and complex assignments involved identifying and troubleshooting issues related to VLAN configuration, IP addressing, sub-netting, HL7, DICOM, Access Control List and network security across the medical device network.
  • Coordinates and works effectively with other facility support departments including but not limited to Facilities Management Service, Office of Information Technology, Sterile Processing Service, and Environmental Management Service.
  • Utilizes advanced network test equipment and software including but not limited to tracers, wireless spectrum analyzers, network traffic monitors, command prompt, physical and virtual server software.
  • Manages, troubleshoots and maintains complete systems of computerized networks, databases and servers including but not limited to biomedical information systems that store or facilitate patient information.
  • The biomedical information systems include but are not limited to Picture Archiving Communication Systems, physiological monitoring systems, Clinical Information Systems, Anesthesia Record Keeping, and other systems for which Medical Device Isolation Architecture would apply.
  • Implements and plans for new and emerging technologies including but not limited to diagnostic modalities, network management and storage, and virtual data centers.
  • Designs, implements and manages network incident response due to infection, loss of service or regional and local policy changes according to VA guidelines.
  • Ensures proper security configuration for assigned devices and networks.
  • Reviews and installs available approved software updates and virus definitions for applicable networked medical devices.
  • Leads development of disaster recovery procedures for critical systems to be enacted in the event of device failure. Adheres to MDIA Guidelines in both pre-procurement and during system implementation.
  • Loads operating system and clinical application software as needed.
  • As assigned, employee is responsible for lifecycle management of any and all medical devices and systems such as imaging, life support, dialysis, and monitoring to include physical and network support.
  • Completes both routine and complex assignments involved in the installation, maintenance, modification, troubleshooting, repair and calibration of these complex therapeutic, diagnostic and life support medical devices and systems.
  • Maintains functional knowledge of relevant safety codes and standards of regulatory bodies including but not limited to The Joint Commission, National Fire Protection Association, Food and Drug Administration, Nuclear Regulatory Commission, Association for the Advancement of Medical Instrumentation, American College of Radiology, Federal Information Processing Standards.
  • Documents all work performed in the computerized maintenance management system. This documentation is completed in accordance with regulatory body requirements, Healthcare Technology Management Documentation of Services.
  • Maintains documentation of biomedical information systems covering ePHI requirements, VLAN, IP address, anti-virus software, security and other required information.
  • As assigned, functions as a Contracting Officer Representative and keeps appropriate certification levels. Uses knowledge of government contract procedures and documentation requirements to develop statements of work, sole source justifications, other applicable documentation (6550, Independent Government Cost Estimate, etc.
  • Collaborates with Logistics and Contracting to procure parts and services; functions as a purchase card holder, as required.
  • Investigates, remediates and documents recalls and safety alerts within established timeframes. Participates in local safety improvement processes such as Root Cause Analysis, safety work groups, and Environment of Care Rounds.
  • Maintains knowledge of the state of the art in medical technology, including scientific advances, network protocols, and vendor changes. Focuses on professional development in all areas of medical technology lifecycle management including technical skills. Knowledge and training is obtained from formal or informal means.
  • Provides training and education as appropriate to medical technology end users and clinical staff.
  • Represents Biomedical/Clinical Engineering department on committees and in meetings as delegated by supervisor.

Basic Requirements:
  • United States Citizenship: Non-citizens may only be appointed when it is not possible to recruit qualified citizens in accordance with VA Policy.
  • Education and Experience: Applicants must possess at least one of the following:
    • Associates degree in Biomedical Electronics Technology, Biomedical Equipment Technology or Biomedical Engineering Technology or in a related technical field such as Electronic Technology or Information Technology and at least two years of experience as a Biomedical Equipment Support Specialist, Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer, or Information Technology Specialist; OR
    • Bachelor's degree in Biomedical Engineering Technology or in a related field such as Electronics Engineering Technology (EET) or Information Technology; OR
    • Completion of a military training program in biomedical equipment and at least two years of experience as a Biomedical Equipment Support Specialist or Biomedical Equipment Technician, Field Service Engineer, Medical Equipment Repairer or Information Technology Specialist.
Grade Determinations:
Biomedical Equipment Support Specialist (Biomedical Information Systems), GS-12

Experience: Applicant must possess one year of specialized experience equivalent to the GS-11.

GS-11 Experience may include but not limited to responsible for the life-cycle management of diagnostic, therapeutic, and other patient related medical equipment and systems. Performs routine and complex tasks 6 involved in the installation, maintenance, modification, troubleshooting and calibration of complex therapeutic, diagnostic and life support biomedical equipment. Monitoring system backups, file integrity, ensuring network connectivity between systems, servers, databases, and the electronic medical record. Reload operating systems and clinical application software in the event of a system failure and interface with Office of Information and Technology (OI&T) locally and at other sites to keep systems operational. Conducts pre-purchase evaluations and addresses pre-implementation security issues to ensure that medical device isolation architecture (MDIA) requirements are met. Investigates equipment incidents and alerts, cases of equipment damage and abuse, equipment failure reports that cannot be duplicated and medical device security incidents. May serve as a Contracting Officer Representative (COR) for the purchase of medical equipment, maintenance/repair contracts, and facility projects. This work includes but is not limited to; drafting Request for Proposal (RFP) language, Sole-source justifications, Statements of Work (SOW), conducting market research, product evaluations, evaluating contractor performance, and pre-procurements assessments. Consults and advises clinical and administrative staff in evaluating medical equipment proposed for purchase. Determines when healthcare technology, instrumentation, or systems are obsolete, hazardous and/or not cost effective to maintain. Performs incoming inspections on new and unfamiliar medical equipment and systems upon receipt to determine that all government safety regulations, manufacturer's specifications, contract requirements are met. Attends training from in-house as well as outside sources (e.g. attendance in community college courses, vendor service schools, conferences/seminars, etc.) to maintain and improve working knowledge of medical equipment, including current technology and future advances. Provides biomedical equipment related technical training to peer and Developmental BESS's as well as clinical staff.

Demonstrated Knowledge, Skills, and Abilities (KSAs). In addition to the experience above, the candidate must demonstrate all of the following KSAs:
  1. Current knowledge of computer virus protection software, available software patches and upgrades, and information security tools.
  2. Expert knowledge of electronics, computer and networking theory with experience maintaining, interfacing and troubleshooting networked medical equipment to include VLAN configuration, IP addressing, sub-netting, and network security.
  3. Ability to utilize and maintain computer and server based medical equipment, medical record databases, and proprietary and generic software, Experience with TCP/IP, HL7, networking, network security, and DICOM standards.
  4. Ability to interpret, identify, and apply network engineering principles and practices where there often times is no previous example to follow, or precedence.
  5. Skill to distinguish networking problems from non-networking problems and discuss various options with IT networking and operations staff members.
