Qualifications
In order to qualify for this position, you must have at least one year of specialized experience at the next lower grade level in the Federal service or equivalent experience in the private or public sector.
SPECIALIZED EXPERIENCE is defined as: experience supervising or providing direction, guidance, or leadership to a technical or project organization, group and/or team, on policy or technical issues. Experience participating in managing work processes and/or utilization of resources. Experience collaborating with internal and external stakeholders to accomplish goals and objectives.
The ideal candidate will be able to demonstrate the following:
1. Leadership and Management of Technical Staff
Ability to lead and manage a diverse technical workforce supporting mission-critical programs with competing priorities, resource constraints, and evolving requirements. (Evaluate demonstrated experience in workforce management, team leadership, organizational coordination, implementation of policy and practice changes, staffing and resource planning, performance management, application of EEO principles, internal controls, and delegation of authority. Evaluate the extent to which the candidate has led or managed staff involved in decommissioning inspection, decommissioning project oversight, environmental reviews related to decommissioning, or other comparable nuclear facility transition activities)
2. Communication and Stakeholder Engagement
Ability to communicate complex information clearly and effectively, both orally and in writing, and to build and sustain effective relationships across organizations and stakeholder groups. (Evaluate communication clarity, effectiveness with diverse audiences, ability to lead discussions, synthesize complex viewpoints, represent organizational positions, and build coalitions across internal and external stakeholders. Evaluate the candidate's experience communicating with internal and external stakeholders on decommissioning matters, including public engagement, coordination with state agencies, licensee interfaces, or technical discussions involving complex decommissioning issues.)
3. Technical Knowledge and Regulatory Application
Knowledge of applicable regulatory frameworks and ability to interpret and apply rules, policies, and standards to support sound, risk-informed decision-making. Evaluate depth and breadth of knowledge of regulatory requirements, ability to interpret and apply guidance, and use of risk insights in decision-making.
4. Decommissioning Program Knowledge and Oversight Experience
Knowledge of decommissioning regulatory requirements, inspection and oversight programs, and the technical, policy, and stakeholder considerations associated with the safe decommissioning and license termination of nuclear facilities. Education
In order to qualify for the Branch Chief position which falls under the following occupational series 0801, 1301, or 1306, you must meet the following education requirements:
Qualification for 0801 Series:
Basic Requirements:
Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
OR
Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:
- Professional registration or licensure
- Written Test
- Specified academic courses
- Related curriculum

Qualification for 1301 Series
Basic Requirements:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
OR
Combination of education and experience-- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
Qualification for 1306 Series
Basic Requirements:
Degree: natural science or engineering that included at least 30 semester hours in health physics, engineering, radiological science, chemistry, physics, biology, mathematics, and/or calculus.
OR
Combination of education and experience -- courses as shown in A above, plus appropriate experience or other education; or certification as a health physicist by the American Board of Health Physics, plus appropriate experience and other education that provided an understanding of sciences applicable to health physics comparable to that described in the paragraph above.
