The United States Space Force (USSF) Space Systems Command (SSC) System Delta 88 - MILSATCOM (SYD 88) at Los Angeles Air Force Base, California is searching for a Branch Chief (NH-1101-04, GS 14/15 equivalent).
Description:
Space Systems Command (SSC), the United States Space Force's premier center for acquisition excellence, is seeking a visionary and highly motivated Foreign Military Sales (FMS) Branch Chief (Supervisory Program Manager) to lead the SYD 88 (MILSATCOM) team in delivering the nation's most secure and resilient space communications architecture. In this pivotal leadership role, you will serve as a senior business advisor and subject matter expert, directing a multi-functional team of military, civilian, and contractor personnel through the complexities of the DoD acquisition lifecycle to ensure mission-critical cost, schedule, and performance outcomes. Beyond overseeing the strategic development and execution of high-priority MILSATCOM programs, you will command all FMS activities within your purview-managing international cases from inception to closure and fostering seamless integration with global allied partners to provide the warfighter with unparalleled space capabilities. The ideal candidate possesses a bachelor's degree from an accredited institution-with a strong preference for a degree in engineering, business, or program management-and must be a U.S. Citizen holding or capable of obtaining and maintaining a Top-Secret security clearance with SCI eligibility. You bring proven leadership capabilities to manage a diverse, dynamic, and mission-driven workforce, backed by demonstrated experience overseeing complex DoD acquisition programs within space systems, satellite communications, or advanced technology development. A deep understanding of program management principles, including DoD 5000 series regulations and rapid space acquisition frameworks, is critical, alongside four or more years of hands-on experience executing Foreign Military Sales (FMS) cases through their entire lifecycle from Pre-LOR to closure. Furthermore, you must possess exceptional oral and written communication skills to effectively collaborate with senior leadership, joint force commanders, and industry partners, and you should hold or be able to obtain a DAWIA Level III certification in Program Management within 24 months of hire.
Key Skills and Abilities:
1. Knowledge of the policies, practices, regulations, and laws concerning the acquisition management process and initiatives.
2. Knowledge of safety and security regulations, practices, and procedures.
3. Knowledge of the missions, roles, functions, organizational structures, and operation of the DOD, Air Force, and organizations that govern, interface with, and/or influence the systems acquisition process.
4. Skill to plan, organize, and direct the functions and staff in critical aspects of development and production, support of systems, subsystems, or equipment and to coordinate various aspects of systems acquisition such as engineering, contracting, financial management, configuration, test, and manufacturing.
5. Ability to supervise, mentor, motivate, appraise, and work with subordinate supervisors and non-supervisory employees.
6. Ability to communicate effectively, both orally and in writing, clearly, concisely, with technical accuracy and to use computers and a variety of software programs and databases, gather and analyze a variety of program information, make sound judgments concerning program progress, and effectively communicate recommendations orally and in writing to higher organizational management and contractors.
