Specialized Experience: One year of specialized experience which includes 1. evaluating and/or analyzing program changes, goals, objectives, and regulations in areas such as, budget formulation, and/or budget execution; 2. analyzing financial and budgetary relationships to develop recommendations for financial and/or budgetary actions; and 3. inputting data in automated financial systems such as General Fund Enterprise Business System GFEBS or Defense Travel System (DTS). This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).
OR
Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Finance, Budget, or Accounting.
OR
Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

Specialized Experience: One year of specialized experience which includes 1. managing, planning, organizing, and administrating annual and multi-year budgeting in support of a wide range of administrative, analytical and management activities; 2. providing expert advice and/or counsel on various phases of appropriated fund budgeting to program managers and budget staffs to include planning, formulation, justification, presentation, and execution; and 3. utilizing major resource management concepts and initiatives such as the planning, programming, budgeting and execution system (PPBES), and/or Management Decision Packages (MDEPs) and Spend Plan Projection. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).
