Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business & Technical Management Professional Career Path (NH) to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This JPEO-CBRND Budget Analyst, NH-0560-03, position will be assigned to the Joint Project Manager for CBRN Sensors (JPM CBRN SEN). The NH-03 pay band encompasses grades 12 and 13 under the General Schedule (GS) system.

Duties

  • Responsible for the interpretation of budget related laws, regulations, policies, methods, techniques, and processes such as Planning, Programming, Budgeting, and Execution (PPBE).
  • Coordinate with Program Managers on fiscal year spend plans as well as Obligations and Outlay development. Monitor and track obligations and expenditures to make recommendations for the redistribution of funds.
  • Certifies payment of all invoices processed by team members and enters data into various automated systems.
  • Evaluates invoices for accuracy, processes for payment after recording credits and charges, and transmits vouchers to the Defense Finance and Accounting Service (DFAS).
  • Prepares documents needed to process budget estimates, requests for supplemental appropriations, requests for reprogramming apportionments, and allotments needed to finance new programs or program changes.

  • This is an Army Acquisition, Logistics and Technology Workforce position.
  • Selectees must meet position requirements for certification at the Practitioner level in the Acquisition Career Field Business - Financial Management (BUS-FM) within 60 months of entrance on duty.
  • Business travel required up to 10% of the time.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • THIS IS A FINANCIAL MANAGEMENT Level II Certified position. Incumbent of this position must be able to obtain certification within 24 months of appointment.

Qualifications

Term Appointment NTE - Position will be filled as a Term Appointment NTE 13 Months. Term appointments may be extended up to a maximum of six years and may be made permanent without further competition at management's discretion.

Specialized Experience: One year of specialized experience is defined as: 1) Apply applicable laws, regulations, procedures, or processes for budget formulation; 2) Manage funds from a wide range of appropriations; 3) Prepare a variety of reports covering the status of funds, expenses, and obligations; and 4) Monitor the execution of budgets utilizing automated financial systems. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-02 or GS-11).

  • This is not a remote position. Applicants will be expected to report to the identified worksite a minimum of one day a week or more depending on work requirements and supervisory approval.
  • This is a DoD Demonstration Project position. Under the Defense Authorization Act, personnel management demonstration programs are operating in numerous Army activities and various other organizations supported by Army civilian personnel centers. Under the streamlined personnel operations for demonstration projects, the familiar 15 General Schedule grade structure is replaced with broad pay bands that typically encompass a range of grades. For example, acquisition jobs in level NH-III of broad banding encompass the traditional GS-12 through GS-13 grades. Other initiatives under the demonstration projects include simplified classification, streamlined hiring process, and expanded developmental opportunities.
