Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: This position is with theNational Guard Bureau, G-1, Soldier/Family Services Division, Family Program Branch, Arlington, VA.

Duties

  • Prepare and edit narrative justifications for projected funding needs and ensures needs are documented in schedules and reports.
  • Develop real time budget information reports for review and identifies required actions.
  • Review obligations and expenditure of funds and ensures that funds are allocated timely and obligated effectively to support approved programs.
  • Develop forecasts and recommendations to adjust budgets, transfer of funds between programs, tabulates cost data and applies basic statistical formulas to budget data.
  • Initiate Purchase Requests and Purchase Orders with supporting documentation to include Government Purchase Card transactions.
  • Initiate and maintain real time automated Financial Management System to track budget information for complete cycle from estimates through obligation.
  • Prepare and edit narrative justifications for projected funding needs and ensures needs are documented in schedules and reports.

Specialized Experience: One year of specialized experience which includes identifying sources, types, and methods of funds for assigned organizations and programs in such areas as GFEBS (General Fund Enterprise Business System, DTS (Defense Travel System), Program Management/COR (Contracting Officer's Representative) duties, budget execution; developing long range budgets by administering budget policies and regulations; analyzing financial and budgetary relationships to develop recommendations for budgetary actions.

This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-112)

Education

  • THIS IS A FINANCIAL MANAGEMENT Level 2 Certified position designated as such in accordance with the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, section 1051, amending 10 United States Code, section 1599d. Incumbent of this position is required to comply with all Department of Defense and Department of the Army requirements of this certification program. This certification requirement is a condition of employment for this position. Failure to obtain this certification within the required time may subject the incumbent to adverse action.
  • This position is eligible for situational telework, including emergency and OPM prescribed "unscheduled telework" and regular/recurring telework, IAW current ARNG telework policy after date of hire.
