This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for certain personnel to recruit and appoint qualified candidates to positions in the competitive service.

About the Position: Serves as the Senior Budget Analyst in the Program and Budget Division with responsibility for planning and scheduling garrison budget.

Duties

  • Administers the garrison overall budgetary management system.
  • Serves as a financial consultant to management on issues such as: budgeting strategies and techniques; use of financial management products; resource distribution.
  • Develops and issues local guidance/procedural instructions and provides advice to garrison managers during the formulation of the annual budget estimates for the budget year and out-years.
  • Compiles and prepares, or oversees the preparation of, a variety of narrative and statistical budgetary forms, schedules, and reports, which address the garrison's budget formulation and/or execution process/status.
  • Plans work to be accomplished by budget analyst and supporting personnel, setting priorities and scheduling completion.

  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position requires FINANCIAL MANAGEMENT Level 2.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements.

In order to qualify, you must meet the specialized experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience:
One year of specialized experience which includes (1) formulating and/or executing program budget(s); (2) analyzing financial data; (3) utilizing an automated budget/financial system or software (such as but not limited to Planning, Programming, and Budgeting System (PPBS), General Fund Enterprise Business System (GFEBS), etc.); and (4) providing advisory services or recommendations on budgetary and/or fiscal program management issues. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-11).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
