In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To qualify at the GS-09: You must have one year of specialized experience equivalent to the GS-07 grade level in the Federal service which includes 1.) Developing simple budget estimates 2.) Monitoring budget execution 3) Applying policies and procedures for simple purchases. OR have successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Accounting and Statistics; OR a combination of specialized experience and education to include having the specialized experience, but less than one year and at least one year of graduate education as described above but less than the required two years. The percentage of the requirements that I meet total to at least 100%. (To compute the percentage, divide the total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.
To qualify at the GS-11: I have one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes 1.) Applying commonly used fiscal law, policies and procedures 2) formulating, compiling and developing budget estimates; 3) monitoring and analyzing budget execution; OR Successfully completed a Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as Accounting and Statistics. (Note you must attach a copy of your transcripts.); OR a combination of specialized experience and education to include having the specialized experience, but less than one year and at least two years of graduate education as described above but less than the required three years. The percentage of the requirements that I meet total to at least 100%. (To compute the percentage, divide the total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.

Time in Grade Requirement for the GS-09: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent pay band (GS-07).
Time in Grade Requirement for the GS-11: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent pay band (GS-09).
