SPECIALIZED EXPERIENCE REQUIREMENTS:
For the NQ-02, A qualified candidate's online application and resume must demonstrate at least one year of specialized experience at the GS-07 level or equivalent in the Federal service, which demonstrates experience in applying budgetary and financial rules, regulations, procedures, in order to collect and process budget data to assist in budget formulation, to prepare a variety of budget reports, the ability to analyze those reports, and draw sound conclusions.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 2 full academic years of progressively higher-level graduate education or a master's or equivalent graduate degree or LL.B. or J.D.
OR,
Combination: Applicants may combine education and experience to qualify at this level. You must have a combination of specialized experience and graduate education that equates to 100% of the requirements for the GS-9 (only graduate education in excess of 2 years, 36 semester hours, can be used towards crediting a combination of education and experience).
SPECIALIZED EXPERIENCE REQUIREMENTS:
For the NQ-03, A qualified candidate's online application and resume must demonstrate at least one year of specialized experience at the GS-12 level or equivalent in the Federal service, in applying budgetary and financial rules, regulations, and procedures in order to review contractor's activities; review, analyze, and document complex budget formulation and data in order to make recommendations for improvement and include demonstrated ability to coordinate budget formulation to effectively resolve complex questions and issues.

Time-In-Grade/Band: Current federal employees must meet time-in-grade/pay band requirements to be eligible for consideration.
