The Under Secretary of War (Comptroller) (USW(C)) is responsible for carrying out the functions assigned by section 135 of Title 10 of the United States Code and ensuring the utmost economy and efficiency in the operations of the Department of War through sound business management and effective fiscal planning and control.

Incumbents typical work assignments may include the following:

  • Leads and actively supports the transition to and implementation of critical PPBE reform initiatives, ensuring alignment with departmental strategic objectives.
  • Serves as a subject matter expert on emerging fiscal policies and budgetary guidance, interpreting changes and providing expert advice to leadership on adapting operations to future financial frameworks.
  • Develops and integrates new performance metrics to assess program execution against strategic outcomes, moving beyond traditional obligation and expenditure tracking.
  • Conducts meetings and discussions with key officials of the Military Departments to determine the relative importance and soundness of program budget estimates and financial plans.
  • Drives the re-engineering of financial policies and procedures to institutionalize the PPBE Reform Commission's recommendations, identifying and resolving system barriers to successful execution.

Qualifications

In order to qualify for this position, you must meet the requirements described below.


You may qualify at the GS-15 level, if you fulfill the following qualification requirement:

One year of specialized experience equivalent to the GS-14 grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your experience with: 1) Congressional budget, PPBE and authorization processes and strategies of budget presentation; 2) Financial and acquisition management with RDT&E and Procurement program; AND 3) Interpreting complex legislative and policy guidance to determine budget program effectiveness and to provide advice.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
