Summary

Incumbent serves as a Budget Analyst and performs routine budget analyst duties at a National Park Service (NPS) unit for Fire and Aviation Management.

In order to be considered for any duty location, ensure desired locations are selected. Applicants will not be considered for locations not selected.

Duties

  • Assists with the development, preparation, and revision of the unit budget, and in the preparation of instructions to managers regarding funding estimates and budget planning for the coming fiscal year.
  • Provides required data and assistance to program managers and unit staff in developing budget and program planning summaries.
  • Assists with execution of the current year budget for the unit, including analysis of needs, recommendation for modifications, and making allotments.
  • Incumbent reviews and analyzes the overall and individual Division budgets to ensure that the preparation and the use of the funds are in accordance with allocations, policies, procedures, laws, and required formats.
  • Analyzes and summarizes financial reports and conducts periodic reviews to ensure rate of expenditures are within funding levels and advise managers if fund balances are appropriate for the remaining work to be accomplished.
  • Assists with executing the financial management responsibilities and functions as well as researching problems and developing solutions.

  • If you are a new employee or supervisor in the Federal government, you will be required to complete a one-year probationary period.
  • You may be required to travel overnight away from home.
  • You may be required to complete training and obtain/maintain a government charge card with travel and/or purchase authority.

To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

SPECIALIZED EXPERIENCE:
  • Must have at least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal Service (obtained in either the public or private sectors). This experience includes activities such as: Developmental experience entering budget programming data in a computerized system of record; Comparing program expenses against budget plans and documenting exceptions; Requesting or establishing accounts in an electronic accounting system according to established procedure; Entering transactions for accounts receivable or accounts payable; Making small purchases on a government purchase card in accordance with regulation and policy; Using automated computer systems to query data and generate documents or reports such as systems to track and manage cash, inventory, or commodities, or systems to generate reservations, permits, or approval documents for authorized activities. You must include the hours worked per week annotated on your resume.

EDUCATION:
Successful completion of at least one full year of graduate study in a related field such as business administration, economics, accounting, governmental budgeting, and public administration. (One year of graduate education is 18 semester or 27 quarter hours). You must include transcripts.

Successful completion of a combination of education and experience
as described above. The total must equal at least 100 percent to qualify. You must include transcripts.

Superior Academic Achievement (S.A.A.)
as evidenced by one of the three following methods: (1)I am in the upper third of my graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses; OR (2) I have a GPA 3.0 or higher out of a possible 4.0 computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum, or 3.5 or higher out of a possible 4.0 (""B+"" or better) based on the average of the required courses completed in my major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) I am a member in one of the national scholastic honor societies. Creditable education must be in a related field such as business administration, economics, accounting, governmental budgeting, or public administration. You must include transcripts.

To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement:

SPECIALIZED EXPERIENCE:
  • Must possess at least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal Service (obtained in either the public or private sectors). This experience includes activities such as: : Independently making adjusting entries in an accounting system for expenses posted to the wrong budget; Fully programming an operating account to forecast annual labor, benefits, and non-labor costs to support a discrete operation within a larger organization; Differentiating among fund sources and building an understanding of sources and uses of appropriated funds relative to program needs; Setting up new accounts to support changes to authorized funding for a program; Compiling status of funds reports on a recurring basis; Adjusting budget plans in response to changing needs of a program; Knowing and correctly applying established budget and fiscal policies to new situations as they arise; Recognizing and investigating discrepancies in reports to uncover data entry or accounting errors; Compiling and correlating data over multiple fiscal years to support trend analysis; Contributing to program status of funds and explaining where program components are over or under budget. Successful completion of at least Master's or equivalent graduate degree, or two years of progressively higher level graduate education (36 semester or 54 quarter hours) in a related field such as business administration, economics, accounting, governmental budgeting, and public administration. A relocation incentive is not the same as a Permanent Change of Station (PCS) move and, as such, may be granted in conjunction with one another.
