Duties
The United States Space Force (USSF) at Los Angeles Air Force Base is searching for a Budget Analyst for SSC/FMB (NH-0501-03, GS-12/13 Equivalent).
Description:
Assigns work to self and alternate analyst(s) based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. As requested, communicate work performance of alternate analyst(s) to supervisors when requested. Give advice, counsel, or instruction to employees on both work and administrative matters. As requested, assist supervisor in evaluating government or contractor candidates for back-up analyst positions. Identify and communicate developmental and training needs of self, when able provide or arrange for needed development and training. Find ways to improve production or increase the quality of the work directed. As requested, assist supervisor in developing performance standards. Perform budget formulation work involving preparation of detailed analysis and estimates for funding needs for one or more future years using detailed funding information using various financial systems and tools (i.e. CCaRS, CRIS, ABSS, CMS, DEAMS, EDA, DTS, Tri-Annual Database, FM Suites, G004L, JO25A, PRPS, DTIMS, WAWF, AXOL, PCOL, CAFDEX, FRM, SAMRS, and SAMIS, etc.). Utilize financial systems and analyses in the evaluation of the health and performance of the organization. Prepare and/or assemble information in support of formal presentations of budgets and requests and reviews before General Officers, SES, OMB, and/or Congressional committees. Use existing financial systems to gather analytical data to produce required reports. Provide financial advice on complex financial issues; assessments of implementing decision and develops programs. Recommend procedural changes designed to streamline financial management. Conduct independent research and study into current or planned financial management policy and procedures to determine impacts in related areas of the mission. Provide financial management, technical assistance and support to the staff in the development of integrated planning, programming, budgeting, execution, and closeout for financial resources.
Ideal Candidate:
Knowledge of processes and procedures related to program management and strategic planning activities needed to execute projects and/or studies within established financial and time constraints. An ability to encourage new ideas and innovations; manage human, financial and information resources strategically and build coalitions to achieve common goals. Skill in working with customers to assess needs, provide assistance, resolve problems, and satisfy expectations. Ability to persuade others to accept recommendations, work toward an agreement, and negotiate mutually acceptable solutions. Ability to develop and maintain effective relationships and to communicate effectively, both orally and in writing. Ability to organize work, set priorities, and determine resource requirements; determine goals and strategies to achieve them; coordinate with other organizations; monitor progress, and evaluate outcomes. Ability to identify problems and use sound judgment and decisions to generate and evaluate alternatives and make recommendations.
FM Technical knowledge - Must have the FM technical knowledge of Planning, Programming, Budgeting, and Execution (PPB&E) processes. Position requires the ability to collaborate with SSC/CoS Directorates and integrate/analyze large amounts of information. Position requires critical thinking skills to identify areas of improvement and develop recommendations to further SSC's objectives. Position also requires the ability to communicate effectively including regular briefings to senior (SES/GO level) leadership at SSC and SSC/FMB.

- Must be able to obtain and maintain a Secret security clearance.
- Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
- May be required travel away from the normal duty station on military or commercial aircraft.
- May be required to work overtime on an unscheduled or emergency basis.
- Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework"
- Subject to TDY 15 days per year.
- Employee must within 30-days of assuming this position and by 31 October annually thereafter, file an OGE-450, “Confidential Financial Disclosure Report.” Employee is required to attend annual ethics and procurement integrity training.
- The employee must meet the Defense Acquisition Workforce Improvement Act (DAWIA) requirements applicable to the duties of the position.
- Must obtain financial management certification as a condition of employment.
- This position is part of the Acquisition Professional Development Program (APDP).
