Summary

About the Position: Administers the Budget for a United States Army Reserve (USAR) funded, Installation Management Command (IMCOM) Garrison. Develops policy and operational parameters for budget execution in support of the accomplishment of the strategic objectives of Fort Hunter Liggett. Emphasizes and explains budget limitations, program requirements, and directives. Directs attention to actual or potential funding problems and recommends policy for solving them.

Duties

  • Performs budget analysis supporting the formulation, justification, presentation, execution and/or review of budgets for assigned major funds, programs, organizations or projects using pertinent policies and objectives.
  • Formulates the assigned portion of the budgetary.
  • Represents the command at budget reviews and hearings at higher echelons.
  • Coordinates with installation budget officers and resource managers to obtain installation specific information regarding assigned programs and local requirements.
  • Analyzes program and budget guidance and instructions from higher headquarters to determine impact on installation operations.
  • Receive, distribute, and administer budget and program actions required to determine and defend optimum approaches to financing agency operations and programs.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment.
  • Appointment to this position is subject to a one-year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 20% of the time.
  • This is a Financial Management Level 2 Certified position which requires the incumbent to comply with requirements of this certification program within 24 months of entering the position.
  • This position requires a 1-year Supervisory Probationary period.
  • This is an obligated position.

Qualifications

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. One year of specialized experience which includes: 1) Analyze and summarize historical data to identify trends and to assess funding requirements. 2) Experience in formulating annual programs budget estimates. 3) Budget execution experience including monitoring and tracking program allocations, obligations, and expenditure of funds. 4) Identify problem areas, researches, determines, and implements corrective courses of action. 5) Develop and recommend fund allocation procedures.

Education
