Description:
Are you an experienced DoD financial specialist looking for an opportunity to apply your expertise in a unique way? The 3rd Intelligence Analysis Squadron at the National Space Intelligence Center (NSIC) is seeking a dynamic and experienced resource advisor to help standup the 3rd Intelligence Analysis Squadron. This new position serves as budget and planning analyst for the squadron where you'll work with the squadron director to oversee all things resource management ranging from TDY and cash award tracking to ensuring contract execution and strategizing how best to leverage contracts to support NSIC's mission. This role includes providing advice and counsel to civilian, military, and contract employees regarding policies, procedures, and higher headquarters guidance. Although this position is the only FM role in the squadron, you will partner with counterparts in other squadrons and at the Center level to develop collaborative strategies to execute NSIC's vision.
Ideal Candidate:
Desired but not required. Candidates will possess relevant education (e.g., B.A. in Finance, Accounting, etc) and/or relevant DoD certifications (e.g., DoD Financial Management Certification, etc.)
Key Skills and Abilities:
1. Knowledge of detailed intensive budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute work assignments in support of the mission, structure, goals, and work processes for substantive programs of assigned activities/organizations.
2. Knowledge of automated data processing software program(s) capabilities and usage to accomplish difficult or complex budget/funding tasks
3. Ability to communicate effectively, both orally and in writing, to negotiate complex issues and resolve conflict.
4. Ability to plan, develop, and integrate strategies to manage and improve financial management of program area.
5. Ability to develop and structure financial processes necessary to carry out goals and objectives.
6. Ability to utilize analytical and problem-solving techniques to accomplish goals.

- Must be a U.S. Citizen.
- Employee must be able to obtain and maintain a Top-Secret / SCI clearance.
- Required to handle and safeguard sensitive and/or classified information in accordance with regulations to reduce potential compromise.
- Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program.
- May occasionally be required to work other than normal duty hours and/or shift work may be required which may include overtime and/or irregular hours.
- PCS / Incentive funding is not authorized.
- Eligible for situational telework only, including Emergency and OPM prescribed "unscheduled telework"
- Position will close in 7 business days or 75 applications (whichever comes first).
- Subject to Temporary Duty Assignment (TDY): Approximately 15 days per year.
- May be required to travel by military or commercial aircraft in the performance of TDY assignments.
- This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d.
