Summary

Serve as the Chief of the Budget and Manpower Division, in the Resources Management Directorate, DeCA Headquarters with responsible for overseeing the manpower management, organization structure, and budgetary (requirements) for the Agency.

Duties

  • Provides broad administrative and policy direction on assigned programs.
  • Reviews work for achievement of all overall program and agency goals.
  • Plans, directs and administers financial management efforts, budgetary programs, and manpower utilization throughout the Defense Commissary Agency.
  • Provides technical supervision of DeCA's total program and budget formulation and justification, determines funding strategies and program priorities, assuring balance of output, system capabilities and available resources.

Qualifications

You must meet the Office of Personnel Management (OPM) qualifications for series 0501 and additional requirements by the announcement closing date. Your resume must clearly show that you have one (1) year of specialized experience at the GS-14 grade level (or equivalent) by the closing date of this announcement. This experience may have been gained in the private or military sector.

Examples of specialized experience includes:

  • Plans, directs, and coordinates difficult and complex programs.
  • Develop, apply, and adjust financial plans and policies to attain the Agency's objectives.
  • Select, develop and supervise a subordinate staff.
  • Applies a high level of sound, independent judgement in solution of financial problems and in the administration of a financial management program.
You will receive credit for all relevant qualifying experience (paid and unpaid), including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).


Additional Requirements that must be met by the closing date:
Physical requirements: No special physical effort or ability is required to do the work.
  • Time-in-grade applies to the promotion of current and former federal employees who hold or have held a permanent GS position in either the competitive or excepted service in the previous 52 weeks, including current employees applying under VEOA.     • For GS-15: You must have 52 weeks of Federal service at or equivalent to GS-14.
  • Time after competitive appointment. SF 50 Notification of Personnel Action. All current and former federal civilian employees submit
