Summary

As a Building Management Specialist, you develop policy within the areas of building specific training and development needs and provide authoritative input in assuring that the competencies, methods, and procedures utilized to provide agencies with efficient building management operations.

Position Location: Public Buildings Service, Rocky Mountain Service Center, Salt Lake City, UT.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

The major duties for this position include but are not limited to the following:

  • Provides authoritative advice/input to assure customer agencies are provided efficient building management that incorporates mandated and industry standard competencies, methods and procedures. Assures that building management methods and the development of building management practices are current and disseminated for practice throughout the region. Serve as Program Manager and Senior Division Lead for Support/Performance of tracking, documenting, and reporting on all operational program areas via Agency and regionally prescribed performance measures.
  • Develops and authorizes contract and lease quality assurance support programs on behalf of the customer agency and in line with all applicable requirements with respect to contract support activities. In this capacity, administers and approves various types of contracts and can serve as either the Contracting Officer's Representative (COR) or the Contracting Officer's Technical Representative (COTR) on various contracts including but not limited to construction projects, building services (mechanical custodial), design and construction projects and term contracts.
  • Provides administrative and technical expertise to regional personnel and is called upon to review and/or assess problematic or potentially controversial situations. Serves as a designated regional representative on national committees or councils, with authority to recommend changes in national standards, programs and/or policies. Acts as a consultant for key management officials. Provides advice and direction in the development and implementation of building management policy and provides expert advice and guidance to regional personnel.
  • Analyzes diverse customer information, developing assessments and/or findings, and authorizes recommendations which contribute to and shape the development and implementation of regional and/or national survey feedback mechanisms, trend analysis etc. Interacts with account managers, business development specialists and similarly situated associates to recommend market offerings and consistent customer messaging, as well as customer information needed for requirements development. Develops processes that positively impact the customer relationship with GSA to ensure that PBS proactively moves toward anticipating customer needs in how analyses are translated into new business processes.

The GS-13 salary range starts at $103,409 per year and varies by location

To qualify at the GS-13: Applicants must have at least one year of specialized experience equivalent to the GS-12 level in the Federal service. Specialized experience is defined as: evaluating policies, implementing programs, and independently making decisions relating to the operation and maintenance of buildings and leased space; analyzing the effectiveness of facility operations, automated systems, and equipment; developing and maintaining strong working relationships with customer agencies, lessors, contractors, and client personnel; and managing or monitoring real property budgetary and financial data.

How You Will Be Evaluated

  • Mastery knowledge of the competencies, methods and procedures utilized to provide agencies with efficient building management operations/procedures.
  • Knowledge of agency policies, regulations and Desk Guides, and applicable Federal statutes, including General Services Acquisition Manual (GSAM); the Federal Acquisition Regulations (FAR), the Federal Management Regulations (FMR) with regard to property management and safety issues, required to plan and manage the operation of buildings including lease administration processes; specific knowledge of FAR related to Simplified Acquisition procedure necessary to develop requirements, prepare contracts or support information, evaluate offers and award small purchase contracts within delegated authorities.
  • Knowledge of qualitative and quantitative techniques and statistical interpretation required to perform extensive coordination and fact-finding in order to identify client agency and building tenants’ facility needs in relation to customer satisfaction; evaluate and interpret required customer survey responses and other similar data; analyze the effectiveness and efficiency of property management programs and building profitability initiatives; evaluate technical and program data, and make decisions or recommendations for action based on consideration of all aspects of a problem.
  • Advanced skills in interpersonal relations and in written and oral communications required to explain, evaluate and negotiate client and technical operating requirements; coordinate work efforts and negotiate resolutions to problems; present information and conduct town hall meetings, tenant interviews and discussions in a concise and professional manner. Knowledge of customer relations and conflict resolution sufficient to develop and maintain a high level of customer satisfaction in the building(s) managed.

Consideration will be given to performance appraisals and incentive awards in merit promotion selection decisions in accordance with 5 CFR 335.103(b)(3).
