Job Description (Please follow all instructions carefully)

Summary

You will serve as the primary customer agency advocate with client agency personnel.  You will interact extensively with building tenants and client representatives on a recurring basis to assess their facility and facility-related needs.

Location of Position:  Public Buildings Service (PBS), Region 5, Southern Service Center Operations Division (SSCOD), Cleveland, OH.

We are currently filling one vacancy, but additional vacancies may be filled as needed.

Duties

The Southern Service Center Operations Division (SSCOD) is responsible for all aspects of facility operations: operating, maintaining and sustaining high quality work environments. 

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. Positions include routine telework that are geographically specific to: Cleveland, OH.  If you are selected for this position, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

You will be responsible for improving customer and client agency satisfaction with building services; maintaining and preserving real property assets; maintaining or lowering operational costs, including energy costs; and ensuring the provision of quality facility-related services.

Examples of duties include:

  • Serving as a senior property manager and supervisor over a group of building managers for a designated building group within a Service Center.

  • Managing and evaluating building operations and/or building management programs to achieve customer satisfaction.

  • Anticipating customer needs and responding to customer interactions and from those inputs, advocating for the customer and integrating customer mission and needs into asset plans and recommendations.

  • Serving as chief adviser on matters of space utilization and reorganization to agencies serviced.

  • Serving as an advocate for investment in assigned buildings in a way that realizes and optimizes building conditions, systems, equipment, operating efficiency, etc., while accounting for customer and revenue values.
  • Ensuring the technical soundness of contractor provided supplies and/or services/processes and decisions through the review, oversight and management of services, construction and/or lease projects, including assessment of contractor performance.
  • Managing customer relationships and communications to enhance customer loyalty and retention in accordance with established playbooks and business processes.

The GS-13 salary range starts at $108,003 per year.  Salary is determined by the location for which you are selected. 

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

Specialized experience is experience managing large office buildings or large office complexes including assigning tasks to staff; improving customer and client agency satisfaction with building services; negotiating service contracts and lease provisions; preparing service contracts; developing maintenance programs; evaluating and monitoring building operations, maintenance, repair, custodial, recycling, environmental management and alterations, etc. to ensure compliance with agency requirements and industry standards; performing budget formulation and execution; and conducting inspections of designated space or facilities.

  • Knowledge of qualitative and quantitative methods and techniques to analyze and assess the efficiency and effectiveness of a variety of building operations and programs.
  • Knowledge of a wide range of building management principles, concepts and practices as well as a thorough understanding of building tenants and customer agencies’ needs, requirements and customer satisfaction drivers to operate, maintain and manage real property assets in a manner that provides quality building services at reasonable costs and satisfies building tenants and customer agencies.
  • Specialized program knowledge of building management operations, to include mechanical, preventive and building maintenance; elevators; operations and energy conservation; custodial management; recycling; art and historic preservation; space alterations; safety, security and environmental management and concessions.
  • Knowledge of building and operating system capabilities and limitations related to the development and integration of asset investment strategies into an asset business plan.
  • Knowledge of the building operating parameters (systems and equipment efficiencies, profitability, etc.), coupled with customer business requirements, and the ability to integrate those needs to identify and translate those requirements into asset recommendations for assigned buildings that optimize building functionality, usefulness and overall operations.
  • Knowledge and ability required to interpret contract specifications, perform recurring inspections, review contractor performance and to evaluate, document and ensure quality of services provided.
  • Technical knowledge and competency in the areas of design, operation, maintenance and management of assigned building(s) and buildings systems required to provide quality building and related services through lease administration and contract review to meet customer agency requirements.
  • Ability to communicate both orally and in writing.
  • Ability to establish, maintain and nurture customer relationships through responsive oral communications.
