Summary

As a Building Manager, you will serve as the primary point of contact for client agency personnel in designated General Services Administration (GSA) owned or leased buildings.

We are currently filling ONE vacancy in our New Jersey Field Office (2PSEN) located in Newark, NJ.

Additional vacancies may be filled as needed.

Duties

Duties Include:

  • Developing and promoting positive working relationships with customer agencies and client personnel, and maintaining continuous liaison with building tenants and top management officials of customer agencies and tenants at facilities managed.
  • Working closely with other groups of personnel, customer agency personnel and contractors in the planning, design, renovation, construction, alteration, operation, maintenance and repair of assigned buildings.
  • Working with tenant agencies, building occupants, contractors, appropriate program experts and other stakeholders to coordinate sustainability-related programs as applicable.
  • In response to particular problems and on a recurring basis, gathering information to assess the level of customer satisfaction. Data gathering methods used include tenant satisfaction surveys, agency contact surveys, interviews with agency contacts, tenant meetings, service calls logs, and focus groups.
  • Managing the contracting and leasing administration process as needed. In this capacity, overseeing force account operations (where applicable) and administering various types of contracts, leases, and serving as the contracting officer’s representative (COR). Developing and implementing a cost effective quality assurance plan; monitoring contractor's quality control and performance; planning and overseeing the work of on-site contractor personnel; informing the contracting officer of any technical or contractual difficulties encountered; informing the contractor of failures to comply with technical requirements of the contract.
  • Evaluating any proposed contract changes and making recommendations to the Contracting Officer regarding changes in scope of performance standards to improve service delivery and meet customers’ needs, or changes in the site conditions.
  • Performing pre-occupancy and transition tasks including reviewing space requests; participating in market surveys and design kickoff/acceptance meetings; preparing lessor transition and customer welcome packages; providing past performance information to the LCO for succeeding leases; and performing space condition inspections, key collection for vacated space, and coordinate overtime utility services and payments.
  • Collaborating with the lessor’s facility staff to ensure that service levels are delivered as required in the lease.
  • Providing contract administration and lease management services to ensure that lessors comply with the scope, terms and conditions of the lease.
  • Meeting with lessors, property managers and contractors to discuss and potentially resolve complaints or disputes concerning issues such as quality of services delivered, adequacy of maintenance and operation of mechanical systems, custodial services or grounds maintenance.
  • Exercising full responsibility and authority for the day to day operations of a designated building or groups of buildings. 
  • Managing grounds and exteriors including parking structures and lots, site utilities, landscaping and grounds, snow removal, and exterior building maintenance; assessing the effect of climate and extreme environmental conditions and evaluating the performance of grounds and exterior elements; assessing the need for alterations in grounds and exterior elements; and managing the maintenance and custodial needs of grounds and exterior elements.
  • Monitoring information and trends related to facility management technologies and assesses their applicability in assigned buildings; planning for and overseeing the acquisition, installation, operation, maintenance, upgrade, and disposition of components supporting facility management technologies.
  • Directing and coordinating the operation of all construction, alteration and repair projects to minimize or ideally avoid adverse impact to customer agencies. Ensuring that customer agencies are aware of the schedule and timing of building related activities that may impact their operation.
  • Using Life Cycle Cost Analysis and Total Cost of Ownership concepts and is fully engaged in development of budgets for building services, repair and alteration, and capital design and construction.

This position has job functions that must be executed within specific geographic locations. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home) within the specified geographic area. You will be expected to report to a specific GSA duty location at least one or more days a pay period depending upon the terms of the agency’s telework policy.

  • Have a valid driver's license
  • Incumbent is subject to being called at any time for emergency situations involving buildings managed.
  • Building Managers are designated as essential employees. An essential employee is one designated to report to, or remain at work in emergency situations, such as hazardous weather conditions, to protect life, safety, health or property. Dismissal or closure announcements do not apply to essential employees. They must report to or remain at work, unless otherwise directed by their supervisor.

The GS-12 salary range starts at $102,163.00 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must have at least one year of specialized experience equivalent to the GS-11 level or higher in the Federal service performing all of the following:  

  1. Evaluating policies and implementing programs related to the operation and maintenance of medium size (e.g. 500K sq ft), multi-level, commercial buildings (or equivalent non-housing high rise building) and leased space
  2. Analyzing the effectiveness and efficiency of building operations, automated systems, and mechanical equipment
  3. Establishing and maintaining customer satisfaction programs that include feedback mechanisms used to evaluate the effectiveness of services provided; and
  4. Managing or monitoring real property budgetary and financial data.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application.  Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  1. Customer Satisfaction: Knowledge of qualitative and quantitative techniques and statistical interpretation required to perform extensive coordination and fact-finding to identify client agency and building tenants’ facility needs in relation to customer satisfaction.
  2. Contract Administration: Knowledge of contracting rules and regulations regarding the technical soundness of contractor-provided supplies/services/processes and decisions to ensure services provided meet contract specifications as well as business and workplace needs of the tenant.
  3. Lease Administration: In-depth analytical knowledge of the property management industry, including private sector leasing protocols and practices involving facility operations and systems.
  4. Building/ Facility Management: Technical knowledge of building operations and maintenance, including Federal and industry operations and maintenance best practices.
  5. Project Management: Ability required to plan, schedule, and balance all technical aspects of multiple tenant requirements, such as complex alterations, and to independently determine and execute the appropriate sequencing of work required to fulfill client agency needs and to inform them regarding the status of projects.
  6. Financial/ Asset Management: Knowledge of PBS business policies, processes and initiatives related to Property Management programs including data management and associated performance measures.

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
