Duties
Performs duties as the Lead Data Scientist on the Business Intelligence team developing statistical models, conducting statistical analysis, and utilizing data analytics to derive actionable insights from complex datasets. Provides technical guidance and administrative overview for the BI Data Scientists while collaborating with the BI branch head. Provides subject matter expertise and recommendations for data analytics, finance, and operations business intelligence support, planning, and activities of Marine Corps Community Services (MCCS). Supports the organization's success through development and maintenance of comprehensive data analytics models, utilizing expertise in forecasting, statistics, and modeling. Supports and oversees the development, implementation, and operation of a Data Governance Policy for MCCS and acts as the Secretary for the Data Governance Board. Collaborates closely with cross-functional teams, including policy, business operations, procurement, construction, information technology, human resources, and marketing, to provide accurate and insightful data analysis, drive decision-making processes, contributing to the achievement of MCCS' strategic decision-making processes. Leads the Business Intelligence Data Scientists team, supporting installation or regional combined alignment efforts for developing, coordinating, integrating and implementing data analytics systems and processes into effective and efficient operations, in full compliance with Department of Defense (DoD), Department of Navy (DoN), and Office of the Secretary of Defense (OSD) policies, plans and programs. Assists the BI Manager conducting briefings to inform and advise MCCS leadership of emerging data issues and current efforts of critical issues or anticipated problems.
Key Responsibilities:
- Data Analysis: Utilizes statistical models and analytical techniques to extract valuable insights from large datasets. Responsible for communicating complex financial concepts and findings to stakeholders at all levels, both orally and in written reports.
- Data Modeling: Develops and implements advanced statistical models to predict trends, identify patterns, and solve complex business problems.
- Programming: Proficiently uses programming languages such as R and Python for data analysis and modeling.
- Visualization: Creates and presents data visualizations, dashboards, and reports using tools like Power BI and MicroStrategy to convey findings to both technical and non-technical stakeholders.
- Version Control: Manages and collaborates on projects using version control systems such as GitHub.
- Cloud Computing: Works with cloud platforms like Azure and AWS to develop and deploy data solutions and models.
- Containerization: Uses Docker for containerization and application deployment.
- Collaboration: Collaborates with cross-functional teams to define data requirements and provide data-driven solutions. Reports progress as required.
- Documentation: Maintains clear and concise documentation of methodologies, results, and code.
- Data Governance: Contributes to develop, implement, and manage the MCCS Data Governance strategy. Serve as the Secretary for Data Governance Executive Board. Advises on critical issues resulting from conferences or Data Governance Policy committee meetings and recommends follow up actions.
- Personnel Management: Collaborate with the BI branch head in managing the BI Team assigning and distributing work, coaching, counseling, tutoring, and mentoring employees; approving and disapproving leave, recommending and completing personnel actions, completing performance reviews and signing timecards, training employees, keeping abreast of and actively supporting the principles of the EEO program, and prevention of sexual harassment. Must be alert to alcohol abuse and take appropriate action.
Serve as a strategic interface with areas of the business by participating in a process that partners IT with business functions.
The ability to think critically, propose creative solutions, and adapt modeling approaches to different scenarios is highly valued.
Exhibits knowledge of the MCCS mission, functions, and programs to provide expert advice and guidance on finance and accounting strategies and the impact to initiatives of legislation, policies, regulations, procedures, processes, systems and business partners have on the implementation and relationship to Marine Corps, DoD activities and private industry.
This is a white-collar position where occasional lifting up to 20 lbs. may be required.
