Duties

The United States Space Force (USSF) at Pentagon, Arlington VA is searching for an Business Manager for S1A (NH-0301-04, GS-14/15 equivalent).

Description:
Are you a master of federal finance and contracting looking to make a service-wide impact? The U.S. Space Force is seeking a senior Business Manager to serve as the financial cornerstone for our Human Capital Analysis and Systems Directorate (S1A). In this critical role, you will be the strategic architect of the budget for the enterprise-level HR systems that support every Guardian.

You will have full ownership of the directorate's financial health, from developing and defending multi-year Program Objective Memorandum (POM) budgets to providing expert oversight for major technology contracts. You will be the lead financial advisor to senior leadership, translating complex data into actionable strategy. Develop, manage, and execute multi-year financial plans, including the Program Objective Memorandum (POM) and Future Years Defense Program (FYDP).
Serve as the lead Contracting Officer's Representative (COR), providing expert administration and oversight for large-scale technology and services contracts.
Establish and manage a comprehensive resource management framework to ensure the efficient use of all funds and resources.
Act as the primary financial advisor to S1A leadership, preparing and delivering executive-level briefings, reports, and strategic recommendations.
Serve as a key liaison, building and maintaining effective working relationships across the Space Force, Department of the Air Force, other DoD components, and industry partners.
Analyze and resolve complex financial and contractual issues, initiating actions to optimize program performance and mitigate risk.

Ideal Candidate:
Experience in federal resource management, with extensive, hands-on experience in the DoW Planning, Programming, Budgeting, and Execution (PPBE) process, including Program Objective Memorandum (POM) and Future Years Defense Program (FYDP) development. Contracting Expertise: Proven experience serving as a Contracting Officer's Representative (COTR), managing large, complex service or IT contracts, and developing Quality Assurance Surveillance Plans (QASPs). Education: A bachelor's degree in Finance, Business Administration, Accounting, or a related field is highly desired. Preferred Certifications: DoD Financial Management (FM) Certification or DAWIA certification in Business/Financial Management or Contracting is a significant plus.

Key Skills and Abilities:
1. Knowledge of contract administration sufficient to oversee/monitor a group of contracts such as firm fixed-price with re-determination provisions, cost reimbursement or contracts with incentive provisions. 2. Knowledge of a wide range of concepts, principles and practices relating to financial management, budget execution, personnel and Manpower/organizational issues.
3. Skill in qualitative and quantitative analysis techniques to measure organizational efficiency.
4. Skill in using diverse computers and software associated with financial management and analysis; and database management, retrieval and analysis.
5. Skill in analyzing a variety of issues and formulating solutions to problems and managing several projects simultaneously.
6. Ability to gather, assemble and analyze facts, draw conclusions, conducts analysis, devise recommended solutions and packing the entire process in briefings, papers and reports suitable for top management use and decision making.

  • PCS and Incentives funding is available.
  • Must be able to obtain and maintain a Secret security clearance.
  • Required to handle and safeguard sensitive and classified information in accordance with regulations to reduce potential compromise.
  • May be required travel away from the normal duty station on military or commercial aircraft.
  • May be required to work overtime on an unscheduled or emergency basis.
  • Eligible for situational telework only, including Emergency and OPM prescribed "Unscheduled Telework"
  • Subject to Temporary Duty Assignment (TDY): Approximately 20 days per year.
  • This is a cybersecurity position; the employee will attain appropriate DoD approved cybersecurity baseline certificate(s) applicable for cybersecurity functions required for the DoD position held.
  • Information Assurance Certification is a condition of employment (IA Management Level II).
