Duties

  • Responsible for overall management and direction of the Directorate, Morale Welfare and Recreation (DMWR) Business Division at a large garrison, to include most of the following activities: Golf Course, Bowling Alley, Warrior Zone, etc.
  • Directs, develops and administers plans and procedures. Implements, enforces, and ensures compliance with regulations to provide aggressive community business program which meets the needs and interests of the military community.
  • Reviews program objectives and priorities, and develops five-year plan with Capitol Purchase Minor Construction (CPMC) and Annual Operating Budgets covering projected programs of division resources.
  • Develops and/or recommends methods, operations, and programs to ensure profitable business activities income.

  • Required to submit a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually, IAW DoD Directive 5500-7-R, Joint Ethics Regulation, dated 08/30/1993.
  • Must obtain (within first six months of employment) and maintain a Food Protection Manager Certification acquired through an American National Standards Institute accredited agency (i.e., ServSafe Food Protection Manager Certification Program)

Qualifications

MINIMUM QUALIFICATION CRITERIA:
At Lease one year of work experience directing/managing one or more DFMWR Business Operation Programs for a garrison, or similar civilian operation.

HIGHLY QUALIFICATION CRITERIA:
1. Thorough knowledge and experience executing DFMWR Business Operations standards, policies, procedures, and practices.
2. Demonstrated proficiency using NAF information systems (i.e., ACRROS, RecTrak, SMIRF, FMBS, IMETS, DCPDS).
3. Minimum 5 years' experience working in Business Operations program(s), 2 years at the activity manager or branch chief level or higher.
4. Demonstrated knowledge and abilities in planning, formulation, administration, and execution of strategic plans and NAF budgets.
5. Demonstrated experience creating decision and informational briefings/papers to present to senior leader.

PCS Costs
  • Payment Permanent Change of Station (PCS) costs are authorized, based on a determination that a PCS move is in the Government's interest.

Pay-Band (NF or CY) Allowances and Differentials
  • This is a pay-banded position.
  • Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
  • Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600.
