Job Description (Please follow all instructions carefully)

Summary

This position is located in General Services Administration (GSA), Federal Acquisition Service (FAS), Customer and Stakeholder Engagement (CASE), Office of Analytics and Business Systems, Business System Management Division.

Location of Position: This is a virtual position and duty location of this position will be determined upon selection.

We are currently filling few vacancies, but additional vacancies may be filled as needed.

Duties

As a Business Systems Analyst, you will perform the following duties:

  • Provides expert technical analysis, input, and guidance for the expansion of marketing automation systems and business intelligence (BI) capabilities within the FAS and introduces emerging  marketing automation and BI principle, which impact the FAS Enterprise. 

  • Serves as a primary agency contact for key programmatic decisions in the area related to Change Relationship Management (CRM) data, CRM objects, inventory control and web publication site; marketing  automation; project tracking and data management as it impacts FAS.

  • Serves as the operations manager and  provides business development leadership for the Centralized Mailing List Service (CMLS) system including CRM objects and marketing automation platform  or business development initiatives requiring system interface.
  • Serves as central liaison between management, staff, and the Office of GSA IT representatives on all business system requirements, issues/problems to be solved, actionable events, milestones, and/or program issues under review, and deadlines and timeframes for completion.

  • Prepares and conducts briefings for higher level management to explain process flow and data integrity and provides recommendations or action plans, and proposes guidance and direction for implementation of recommendations.

  • Provides technical expertise and interaction/response to internal and external customers for front-end business interface and back-end technical support at varying levels within the organization.

  • Serve a one year probationary period.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee. We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.

The GS-13 salary range starts at $88,520 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service. Specialized experience is defined as experience as a product owner guiding the development of business requirements to ensure efficient and effective use of marketing automation platforms and customer relationship management systems (CRM) and processes. Experience must include:

  • Leading the strategic development and continuous enhancement of marketing automation and CRM capabilities, ensuring alignment with organizational goals. 
  • Identifying, analyzing, and resolving intricate business systems issues to maintain operational efficiency and minimize disruptions. 
  • Utilizing comprehensive evaluation methodologies to assess the effectiveness of existing systems and business processes, identifying areas for improvement, and providing actionable recommendations to optimize performance.
  • Collaborating closely with cross-functional teams to translate complex business requirements into detailed technical development tasks, ensuring alignment with project objectives and timelines.
  • Serving as an intermediary between technical teams and non-technical stakeholders, facilitating clear communication, managing expectations, and ensuring the successful implementation of business-driven solutions.

How You Will Be Evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We will use a method called Category Rating to assess your application. Here’s how it will work:

You will be scored on the questions you answer during the application process, which will measure your possession of the following competencies or knowledge, skills, and abilities:

  • Mastery skill in identifying, assessing and resolving business systems issues and user requirements to sustain and present long term business functional needs. 
  • Mastery in developing and applying new approaches for the improvement of marketing automation, business intelligence (BI) capabilities and applications, CRM, and data management and data hygiene. 
  • Knowledge of the latest developments in the field of marketing automation, CRM, and business intelligence to aid in strategic business assessments and development.
  • Knowledge of marketing principles and practices to assess the effectiveness of marketing digital operations within FAS against contemporary best practices.
  • Mastery skill in coordinating and successfully working with technical groups to build or deploy system enhancements and changes on enterprise-wide systems including marketing automation, CRM, database management, and other BI solutions.
  • Expert knowledge in analyzing enterprise data and business intelligence systems, including source data systems, to identify and document complex data mapping, business rule analysis, and functional and non-functional requirements. Expert knowledge of data hygiene and data management.
  • Expert skill in capturing highly complex business requirements, systems issues, and technical data in clear, concise, and persuasive narratives.
  • Expert skill in writing communication to prepare complex status reports, administrative documents, policies, and procedures.
  • Expert skill in verbal communication in order to provide authoritative advice and guidance to influence managers, federal stakeholders and other officials to adopt and implement recommendations: gain cooperation and input from others; lead presentations and briefings for high-ranking officials; as well as to represent FAS at meetings, conferences, and workgroups.
  • Skill in facilitating a variety of assignments/projects occurring concurrently in an overlapping fashion, or sequentially, and in maintaining current knowledge of several simultaneous interrelated projects, tasks, and assignments.

Your answers to the questions will be used to place you in one of the following categories and standard score ranges:

  • Best Qualified = Candidates scoring between 95 - 100
  • Well Qualified = Candidates scoring between 85 - 94 (Well Qualified for CTAP/ICTAP)
  • Qualified = Candidates scoring between 70 - 84
