Duties

PROGRAM MANAGEMENT:
Assists with providing program oversight and accountability for the performance of employees, the safety of children, and customer needs.
Assists with the collection and maintenance of up-to-date statistical data for planning and reporting purposes for higher headquarters and statutory requirements and to maximize spaces and ensure that resources accommodate the needs of command personnel.
Assists with the development, implementation and analysis of surveys and needs assessments of staff and patrons to ensure appropriate programming and hours of operation.
FINANCIAL AND FACILITY MANAGEMENT:
Assists with the preparation and execution of Appropriated fund (APF) and non-appropriated fund (NAF) budgets. Conducts written analysis of budget variances as necessary.
Assists with the development of the capital budget to include facility sustainment, restoration, renovation and maintenance; equipment; furniture and fixture life cycle replacement; and curriculum updates.
Assists in managing the purchases of supplies, travel, training, contracted services, and capital expenditures.
Tracks and analyzes income and expenditures and assures accounting of all funds and assets. Assists with the collection, accurate accounting, and reporting of funds received from patrons. Ensures staff is properly trained in cash handling procedures to include collecting, recording and deposition all fees/charges.

PERSONNEL MANAGEMENT:
Supervises staff to include assigning work, conducting performance reviews and approving leave.
Establishes local performance standards for employees and volunteers using established standards and requirements and rates employee's performance.
Evaluates performance of employees directly supervised and assures equity of performance standards and rating techniques are applied.
Collaborates with the Training and Curriculum Specialist to identify employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance.
Addresses potential disciplinary and/or performance issues in a timely manner and takes appropriate, corrective action(s) as necessary.
Actively supports the principles of the Equal Employment Opportunity (EEO) program and prevention of discrimination, harassment, and reprisal.
PROGRAM OPERATIONS:
Gives input into the development of CYP standard operating procedures (SOPs) as required for the efficient operation and management of facility and programs. Ensures implementation of these SOPs.
Provides oversight to the kitchen staff of the USDA food program requirements, maintenance of records, portions, cost cards, and proper serving and storing of food. Ensures compliance with applicable USDA, Service and food program policies and standards for proper composition of meals; ordering of food; proper preparation and storage of food.
Assists the Y&T Director in ensuring menus are executed in accordance with guidelines.
Interacts with installation civilian and military personnel, CYP Directors, APF and NAF employees, volunteers, supervisors, Family Child Care Providers, children, youth, parents, and on and off 
The incumbent serves as a liaison with service providers and has other contacts with members of the public, individually or in groups, to include members of national and local early education councils, local school districts, local civic volunteer groups or advisory groups.
CHILDREN WITH DISABILITIES AND OTHER IDENTIFIED NEEDS:
Ensures inclusive programming for children and youth with special needs are implemented within current policy. Ensures CYP staff adheres to policy requirements related to accommodations and specials needs, such as medication administration, acute health related conditions, behavior management, and special dietary restrictions or needs. Ensure staff follows written procedures to prepare and administer medications to include rescue medications in accordance with medical action plans and other regulations. Ensures staff monitors, records, and reports medically undocumented reactions to the supervisor and parents.
Ensures direct care staff use written observations, detailed notes, and knowledge of targeted and individualized behavior strategies to inform behavior support plans, provides recommendations to the IAT, and follows Individualized Family Service Plan (IFSP) (if applicable) and Individualized Education Program (IEP) (if applicable) for appropriate care of children and youth with special needs.
Communicates with parents about available resources including parenting training, counseling services, developmental-behavioral issues, and developmental milestones. Assists in creating an intervention plan addressing behavior or learning challenges.

Qualifications

REQUIRED EXPERIENCE:
Minimum of 18 months experience working in group programs with children/youth as well as demonstrated knowledge in theories and principals of child/youth development. Experience must demonstrate the ability to lead junior staff in the accomplishment of work.
REQUIRED EDUCATION:
Bachelor's degree or advanced degree in youth development, elementary or secondary education, family and consumer science (human development emphasis), special education, or other fields appropriate to the position.
OR
A combination of education and experience (e.g. courses equivalent to a major in a field (24 higher level semester hours) appropriate to the position (see above) plus appropriate experience or additional course work that that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.
Must be able to obtain and maintain TIER-1 Child Care (CNACI) background checks which are required for positions that involve working with children under 18 years of age. Must pass a pre-employment physical and annual physical, thereafter, provide evidence of immunization and be free from communicable disease. Must complete all DoD training requirements within the specified time including orientation, initial, DoD Standardized Module Training, and annual ongoing training requirements, and required certifications, if any. Must maintain current food handlers, CPR and First Aid certifications. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.
Must have the ability to use Microsoft Office Suite.
Note: This position is identified as a Test Designated Position (TDP). The incumbent is subject to random drug testing because duties must be performed with a high level of productivity,
reliability and judgment to prevent adversely affecting personnel safety, and causing risk/damage to government property, and/or significant adverse impact to day-to-day operations. A positive drug test, or failure to submit for testing, may become the basis for removal from this position.
