MAJOR DUTIES AND RESPONSIBILITIES:

PROGRAM MANAGEMENT:
Ensures the implementation of a developmentally appropriate CYP that promotes the social, emotional, physical, and cognitive growth of children and youth.

Provides program oversight and accountability for the performance of employees and the safety of children in accordance with Federal, DoD, Service, and local policies and standards. Ensures the program complies with legal and regulatory requirements and meets customer needs.

Collects and maintains up-to-date statistical data for planning and reporting purposes in accordance with higher headquarters and statutory requirements and for the purpose of maximizing spaces and ensuring that resources accommodate the needs of command personnel.

Conducts program-specific surveys and needs assessments of staff and patrons and when needed makes recommendations to CYP and installation leadership regarding changes to programming and hours of operation based on responses.

Incumbent must have the ability to use Microsoft Office Suite.

FINANCIAL AND FACILITY MANAGEMENT:
Operates program in compliance with internal control standards.

Prepares and executes Appropriated fund (APF) and Nonappropriated fund (NAF) budgets for the center. Conducts written analysis of budget variances as necessary. Prepares justification for funding of unanticipated program resource requirements to include repairs or maintenance of facilities and equipment.

Recommends capital expenditures for facility sustainment, restoration, renovation and maintenance; equipment; furniture and fixture life cycle replacement; and curriculum updates. Initiates the purchase of supplies, travel, training, contracted services, and other administrative expenses.

Ensures standards are maintained for facility condition, safety, and sanitation. Initiates work requests, coordinating and seeking approval for facility needs from routine maintenance to major renovation or construction.

PERSONNEL MANAGEMENT:
Supervises staff to include assigning work, conducting performance reviews and approving leave.

Plans work for accomplishment by subordinates, sets, and adjusts short-term priorities, and prepares schedules based on consideration of difficulty of requirements and assignments such that the experience, training, and abilities of the staff are effectively utilized to meet organization and customer needs.

Evaluates performance of employees directly supervised and/or subordinate supervisors and serves as reviewing official on evaluation of non-supervisory employees rated by subordinate supervisors. Assures equity of performance standards and rating techniques applied by subordinate supervisors.

Conducts written observations of assigned direct care staff during all hours of operation and evaluates employees on established performance standards (midterm and annual performance reviews).

Provides mentorship, technical assistance, and on the job training to ensure professional development opportunities.

Collaborates with the Training and Curriculum Specialist to identify employee developmental needs and provides or arranges for training (formal and on-the-job) to maintain and improve job performance.

Recommends, to higher level approver, awards for supervisory and non-supervisory personnel.

Selects candidates for subordinate non-supervisory positions and recommends, to higher level approver, selections for subordinate supervisory positions taking into consideration skills and qualifications and mission requirements.

Makes decisions on work and administrative issues presented by subordinate supervisors. Provides subordinate supervisors and staff with direction and advice regarding policies, procedures, and guidelines.

Qualifications

CONDITIONS OF EMPLOYEMENT:
This position has been identified as having regular contact with children under the age of 18. In accordance with Section 231 of the Crime Control Act of 1990 (Public Law 101-647 codified at 34 U.S.C. § 20351) and DoD Instruction 1402.05, favorably adjudicated background checks are required.

Position is subject to immunization requirements as a condition of employment for working with children and youth. Employee is required to obtain appropriate immunization against communicable diseases in accordance with recommendations from the Advisory committee on Immunization Practices (ACIP), which includes the influenza vaccine.

Must complete all DoD and Service training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and any required certifications. Must maintain current CPR, First Aid, and Food Handlers certifications.

Must be 18 years of age and possess a high school diploma or equivalent.

Must be able to follow verbal and written instructions and communicate effectively orally and in writing.

REQUIRED EXPERIENCE:
Minimum of 3 years experience working in group programs with children/youth as well as demonstrated knowledge in theories and principals of child/youth development. Skill to supervise employees and serve as a leader in the accomplishment of work.

REQUIRED EDUCATION:
Bachelor's degree or advanced degree in child development, early childhood education, elementary or secondary education, family and consumer science (early childhood emphasis), special education, or other fields appropriate to the position.

OR

A combination of education and experience (e.g. courses equivalent to a major in a field (24 higher level semester hours) appropriate to the position (see above) plus appropriate experience or additional course work that that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above.

Satisfactorily complete all background checks in accordance with DoD and Marine Corps policy for employees who provide childcare services. Must pass a pre-employment physical and annual physicals, thereafter, provide evidence of immunization and be free from communicable disease. Must complete all DoD training requirements within the specified time including orientation, initial, and annual ongoing training requirements, and required certifications, if any. Must maintain current food handlers, CPR and First Aid certifications. May be required to obtain a government driver's license. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills. Position is subject to both pre-employment and random drug testing as a condition of employment. A positive drug test, or failure to submit for testing, may become the basis for removal from this position.
