THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a CHAPLAIN, Position Description Number D2216000 and is part of the HI 154 WG, National Guard.

Duties

SUMMARY OF DUTIES: The purpose of this position is to provide chaplain support to ensure the free exercise of religion for ANG personnel. The incumbent coordinates the Wing Ministry Support Plan which includes; program management, training, readiness/deployment preparation, crisis intervention, Wing integration, and Community Liaison.

  • Program Management: Ensures the Wing Ministry Support Plan conforms to goals and objectives of the Wing Chaplain, Wing Commander, State Chaplain, Air National Guard Chaplains Corps and religious needs of the serviced population.
  • Training: Reviews training strategies and executes appropriate training methods to ensure compliance with technical and tactical staff proficiency requirements, along with Wing quality of life programs and related constituencies needs.
  • Readiness and Deployment: Prepares Wing Airmen for full deployment cycle by providing programs (e.g. Strong Bonds) and direct care.
  • Crisis Intervention: Provides immediate Chaplain Corps support for individual or unit emergencies, natural disasters, man-made disasters or planned special events.
  • Direct Religious Support to Personnel: Provides and/or coordinates religious support to full-time ANG personnel as needed: officiates at ceremonies (e.g., prayers when requested at changes of command, retirements, deploying personnel departures, welcome home events, etc.); performs visitation (e.g., personnel in workplaces, hospitals, units, etc.); advises on personnel management issues (e.g., conscientious objectors, hardship discharges, workplace violence, etc.); serves as Crisis responder (e.g., death/casualty notifications, casualty affairs officer assistance, mass casualty events, suicides, etc.); provides information on religious organizations, practices and customs, Non-Governmental Organizations and Faith-Based Organizations (FBO's); and provides spiritual leadership and advice to commander.
  • Wing Integration: Maintains a high degree of wing/unit integration.
  • Community Liaison: Develops and maintains a "Community Network of Caregivers."
  • Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Federal employment suitability as determined by a background investigation.

SPECIALIZED EXPERIENCE: Must have at least 3 years' experience, education or training that included progressively responsible work in a professional program of spiritual welfare and religious guidance which demonstrates or provides the knowledge, skills, and abilities essential for successful performance of the position. The major functional areas that comprise the total range of chaplaincy work are (1) the religious ministry, (2) administration, (3) training, and (4) research.

CONDITIONS OF EMPLOYMENT & NOTES:
DOD policy requires all applicants to possess a Baccalaureate degree and Master of Divinity degree (or equivalent) from an accredited institution; an Ecclesiastical Endorsement (DD 2088) from a recognized denomination or qualified religious organization; meet physical standards; be willing and able to function in a pluralistic environment and support the free exercise of religion by all military members, their family members, and other persons authorized; and be otherwise qualified to serve as a commissioned officer and chaplain.

The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments.

The position is designated for drug testing.

The employee will be required to obtain and maintain a security clearance.

Incumbent is prohibited from using or carrying weapons.

The work may require the employee to drive a motor vehicle and if so, an appropriate valid driver's license is required.

May occasionally be required to work other than normal duty hours; compensatory time may be required.

This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed or delayed reporting and remain on duty during phased or early release.

MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

Other Requirements:

For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license for the state in which they live or are principally employed.

For positions requiring a security clearance (Secret or Top Secret) the applicant must possess or be able to obtain a clearance within one year of appointment.

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

c. In addition to your application, documents of last performance appraisal, past civilian performance, letter of recommendations, and or military performance may be submitted.

d. Candidates may be screened and evaluated on military attributes directly related to the compatible military position required to be assigned into, such as, but not limited to, military bearing, leadership, or ability to work with others (teamwork) in a military environment.

m. T32 Technicians who have permanent tenure will occupy this position as a Temporary Promotion Year to Year not to exceed 5 years. Temporary promotion may be converted to a Permanent Promotion without further competition if the position becomes available. Selectee may return to his/her former graded position when the Temporary Promotion is no longer needed and may be effected at any time without adverse action procedures.

n. T5 Employees with permanent tenure will lose their permanent status if selected and will be converted to T32 Indefinite. If selected Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.

o. New Indefinite appointments may acquire permanent status depending upon future force structure requirements; indefinite tenure appointments do not serve a trial period. Indefinite tenure appointments may be separated when their services are no longer needed or when funding is no longer available via a 30-day termination notice. Indefinite tenure appointments will be eligible for health and life insurance coverage and will be covered under a retirement system.

Education

You must meet the following Education requirement to qualify for this position:

EDUCATION REQUIREMENTS/SUBSTITUTION OF EDUCATION FOR SPECIALIZED EXPERIENCE:
Candidates must have a baccalaureate degree (not less than 120 semester hours) and must have successfully completed three years of resident graduate study in theology or related subjects (Master of Divinity), or 72 semester hours (leading to an ecclesiastical certification as a member of the clergy) from an approved seminary or graduate school.
