Duties

This position is the Chief Business Officer (CBO), Marine Corps Community Services (MCCS) Division, Marine Corps Air Station (MCAS) Iwakuni, Japan. Incumbent is responsible for the executive management and administration of all MCCS Clubs, Food services, Bowling, Theater, School Meal Program and other designated business operations (direct and indirect revenue generating).  The incumbent reports directly to the Deputy Director, MCCS, MCAS Iwakuni. Incumbent has direct supervisory responsibility over the Business Operations Branch, providing daily operational guidance, administrative review and technical assistance for all business components that fall under the administrative control of MCCS Iwakuni.

Assists the MCCS executive team in developing strong local strategies and official business positions for relay to local command leadership, other regional MCCS elements.  Provides strong managerial leadership that outlines clear operational guidance, possesses dynamic vision, adheres to systematic planning principles, utilizes sound budgeting practices, and ensures the effective execution of strategic plans for the following sections:

1. Club, Banquet & Catering

2. Food Court

3. Business Admin & Analysis

4. School Meal Program

5. Retail

6. Services

7. Commercial Recreation

8. Supply

As the senior technical expert for revenue-generating operations, provides the executive staff with mature counsel when current efforts to maximize revenue-generating capabilities are in question, and when articulating the accuracy of revenue-generating forecasting models.  Develops strategic plans within the framework of available funding, manpower, facilities, equipment, supplies and existing services. Authors and publishes MCCS Standard Operating Procedures (SOP's), Letters of Instructions (LOIs) and various other documents and reports, as required.  In collaboration with executive staff, assists in the development, promulgation and effective execution of the organization's Strategic Business Plan.

During designated periods within the annual fiscal cycle, formulates comprehensive operating and capital budgets by evaluating and determining the suitability of budget proposals submitted by subsection program managers.  Evaluates the financial and operational efficiency of on-going programs in an effort to determine whether program objectives are being satisfied. 

Directs the gathering of patron usage data, customer surveys, employee interviews, and financial analysis concepts to determine whether programs should be modified, temporarily suspended, or terminated. Re-engineers business plans that have not achieved desired results and prepares analytical reports that emphasize developmental areas and recommendations for improvement.  Evaluates the overall effectiveness (on a quantitative or qualitative basis) of the Business operation in meeting its established goals and objectives.  Directs the development of life cycle cost analyses of projects and performs cost benefit or economic evaluations of current or projected programs.  Provides recommendations on the distribution of work among positions and the appropriate staffing levels and skills mix and communicates the potential benefits/uses of automation to improve the efficiency of program operations.

Qualifications

MINIMUM QUALIFICATIONS:

1. Bachelor's degree in Business Management/Administration or a related field AND 5 years' experience to supervise or manage business operations OR, A minimum of ten years supervisory experience in managing a complex multi-million dollar retail, food, and/or recreation activity. Must have a strong managerial background gained through progressively increasing responsibilities in retail/business management positions.

2. Must be able to obtain a government driver's license. 

3. Knowledge of business staffing, workflow efficiency, and the principles, concepts, and techniques of retail management gained through planning, developing, and coordinating profitable retail operations. 

4. Must be pro-active in supervising multiple operations simultaneously in a fast paced and fluid work environment.

5. Experience in developing business program plans and using market demographics and effective metric analysis to determine the success of established retail/business programs.  

6. Ability to take charge and successfully direct corrective actions on a problematic event or activity.

7. Ability to communicate clearly and effectively, both orally and in writing.

8. Ability to lead and direct a dynamic business operation using commonly accepted business practices for budgeting, payroll management, manpower distribution, material acquisition, and resource allocation. 

9. Experience that reflects an ability to effectively lead, guide, mentor, coach and when necessary, discipline assigned staff. 

10. Experience as a self-starter, requiring little or no supervision, and who can make sound decisions and judgments based on data/facts available.

This position is designated as a Position of Trust, and the incumbent must be eligible for a National/State background check. Appointment and continued employment is subject to a favorable National Agency Check (NAC) Background Security Investigation.
