Mandatory Qualifications Requirements: To meet minimum qualifications, applicants must possess the following technical and executive core competencies. These would typically be gained through experience, education, and training that reflects progressive development and achievement in managing a Federal legal program for a nationwide organization or equivalent in the private sector. An individual's experience and education must demonstrate the ability to perform the duties. Experience must be at a level of difficulty/responsibility comparable to the GS-15 level in Federal Service.
A. TECHNICAL QUALIFICATIONS (TQs)

TQ 1: Demonstrate executive-level experience in leading digital transformation initiatives within an organization, including setting a strategic direction, integrating technology with business processes, and overseeing modernization of legacy systems. Highlight specific examples where you implemented innovative solutions (e.g., AI, machine learning, cloud computing) that improved service delivery, operational efficiency, or customer experience.
TQ 2: Describe your ability to develop and implement data governance frameworks and policies to ensure data security, integrity, and accessibility. Include examples of your experience managing cybersecurity and risk management practices in compliance with federal standards to protect sensitive data and ensure system reliability.
TQ 3: Describe your experience in fostering a culture of collaboration and integration across multiple program areas. Include how you have coordinated initiatives across organizational components and worked with senior leaders, stakeholders, or external partners to align objectives, implement policies, and address cross-functional challenges.
B. EXECUTIVE CORE QUALIFICATIONS (ECQs)
