Duties

Serves as the Chief Financial Officer for Marine Corps Community Services (MCCS) and Deputy Director of Resource Management, Business and Support Services Division (MR). Directs programming for the management of MCCS financial resources to maintain integrity of financial management systems and exercise control over financial resources. Provides executive level financial advice to the Director and Deputy Directors. Plan, manage and lead the execution of the Directorate programs, formulates policy, procedures and metrics to ensure consistency with headquarters and standardized direction to field component and commands. Direct all financial strategy and translate into organizational action. Provides oversight of the Finance and Shared Serves Directorate Branches. 

Serves as Principal Advisor to the Director and is the recognized expert and authority to independently lead overall designated, large scope complex operations with an impact that includes mission, function, formulation of policy, strategic planning, execution, evaluation and improvement of function and operation and laws, rules and regulations authorized and funded by the agency.

Address administrative, logistical and protocol aspects of functions, projects, programs from initial conception through completion and evaluation to ensure efficient and effective operation, cost effective procurement methods, effective use of technology and communication strategy for complex plans that significantly affect operation and credibility of the agency. Provide direction on strategy, design, development and modification of plans to improve integration and effectiveness of the operation of Directorate programs. Cultivate a cooperative working relationships with sister services counterparts, senior officials, leaders of DoD, component staff to promote project activities that require negotiation and collaboration with representatives inside and outside the organization and resolution of conflicts and controversial disputes over applicability of guidelines of programs.   

Monitor and assess operation and progress toward organizational goals and develops new solutions for projects and resources to anticipate and mitigate risks that can have far reaching effects on strategic plans. Ensure implementation and maintenance of quality assurance processes to identify, prevent and correct failing operations/services. Establish and ensure development of minimum standards: to apply methods and techniques to Marine Corps operations that are new in the federal sector or locality; to incorporate new services into existing programs; establish new or expanded services for groups Marine Corps wide or for patron group having special situations.

Review and propose changes to plans and project proposals to ensure maximum effectiveness and efficiency, that statutory and regulatory requirements are met and to ensure changes do not include provisions contrary to basic law. Identify provisions clearly not consistent with federal requirements and recommend remedial action or option to correct inadequacies. Initiate coordination of effort and provide leadership in formulating methods to get results through cooperative efforts while monitoring coordination of conflicting objectives. 

Represent the Division as the Advisor on various DoD topics or information on Directorate operations may be discussed that require secret clearance. Identify program documentation requirements, execute and lead a proactive, comprehensive and integrated communication strategy for program, product and services to ensure targeted market and appropriate coordination with other agencies and executive staff.

Supervise NF4/NF5 employees to include assigning, distributing, evaluating; mentor employees; recommend and complete personnel actions, performance reviews, incentive awards, EEO program and serve as final authority for Directorate level human resources controversies, responsive to human capital strategic plan, succession management initiative and leader development. 

Oversees financial planning, budget and allocation for all Appropriated Fund/Nonappropriated Fund resources base on validate, prioritize and integrate requirements and monitor program execution. Direct the development of financial and accounting data, provision of appropriate expertise and insights, securing of legal opinions, preparation of position papers or legislative proposals in the development of goals and objectives. Oversee preparation and approve all internal/external financial reports and consolidated financial reports of MCCS. Maintain appropriate financial and accounting records in accordance with DoD, DoN and Marine Corps policy, as well as Generally Accepted Accounting Principles (GAAP).  Responsible for preparation and Board of Director's approval of annual MCCS operating and capital budgets. Analyze programs on a regular basis and prompts initiation of corrective action to ensure the financial integrity of MCCS programs.

EVALUATIONS:

Qualifications

Bachelor's Degree in Accounting or Financial Management, or a related field appropriate to the work of the position AND ten years of experience in a senior financial management position at the Headquarters (Policy) level, or private sector equivalent, OR an appropriate combination of education and experience that demonstrates possession of knowledge and skill equivalent to the gained above, OR appropriate experience that demonstrates that the applicant as acquired the knowledge, skills and abilities equivalent to that gained in the above. Masters of Business Administration (MBA) or Certified Public Accountant (CPA) is strongly preferred. 

Experience that demonstrates skill to direct programming for the management of financial resources to maintain integrity of financial management systems and exercise control over financial resources; develop, coordinate and maintain an integrated system of financial staff services to include centralized accounting, budgeting, financial management reporting, auditing, credit analysis, and treasury; and coordinate long range, strategic planning and short-term operational budgeting. Ability to deal with individuals at all levels including representatives in Congress, Department of Defense officials, executive level personnel, senior military representatives, and other comparable entities. Knowledge of military command structure, mission, programs, and organizational relationships. Comprehensive knowledge of governmental planning, programming and budgeting regulations, guidelines and processes. Knowledge of military principles governing MCCS operations a plus. 

This position had been determined as Non-critical Sensitive. As a condition of employment, the  incumbent must be able to obtain and maintain an Access National Agency Check and Inquiries (ANACI/ Tier 3) Secret Clearance to access classified information.

Eligible for incremental telework as determined by MR/MF policy.
