The Defense Counterintelligence and Security Agency (DCSA) is a separate Agency of the Department of War (DoW) under the direction, authority, and control of the Under Secretary of War for Intelligence and Security (USW (I&S)). This position is placed in the Office of the Chief Information Officer (CIO) and reports to the Director, DCSA. This is a Tier 3 position.

Duties
The CIO is the principal advisor to the Director, DCSA. The incumbent will be the principal advisor to senior management on how best to assure information technology (IT) fully and economically supports DCSA's business operations and customer needs. In this regard, the incumbent will advise on and research ways and means of effecting business transformation consistent with the DCSA strategic and business plans. Responsibilities include:
- Develop an IT vision, strategy, and a roadmap, and lead the IT team and its business partners in effective execution. Ensure current and planned technical architecture, investments and solutions are aligned with agency business objectives. Prepare and monitor IT operational budgets that meet prevailing objectives and constraints.
- Provide technical advice on the IT program, including enterprise architecture; IT policies and processes; IT resources to effectively and efficiently meet overall performance expectations; IT strategic planning consistent with DCSA missions, goals, and objectives; and Information Assurance program issues. Serve as an information resource on how DCSA may realize the advantages of best technical innovations and how they may become embedded in both DCSA operational processes and the IT planning approach.
- Establish policies and procedures relative to IT for all DCSA information systems, applications, and databases. Manage the Certification Program and serve as the DCSA Authorizing Official for accreditation of all DCSA information systems. Coordinate with National Institutes of Standards and Technology, Defense Information Systems Agency, National Security Agency, Committee on National Security Systems, Office of the Director of National Intelligence, Joint Forces Headquarters DoDIN, and others relative to information technology and cyber security policies and procedures affecting DCSA automation initiatives.

Qualifications
EXECUTIVE CORE QUALIFICATIONS (ECQs) and TECHNICAL QUALIFICATIONS (TQs):
There is NO requirement to prepare a narrative statement specifically addressing the Executive Core Qualifications (ECQs) or the Technical Qualifications (TQs). However, to meet the minimum qualification requirements for this position, you must show that you possess both the ECQS and TQS within your resume - NOT TO EXCEED 2 PAGES. TECHNICAL QUALIFICATIONS (TQs):
- Demonstrated ability and experience implementing and directing a comprehensive enterprise-wide IT management process that implements required laws and policies to include the Clinger-Cohen Act, Federal Information Technology Acquisition Reform Act (FITARA) and Federal Information Security Management Act (FISMA) while ensuring the IT program fully supports mission and business objectives. Demonstrated experience leading cybersecurity efforts to provide strategic direction to enable an agency or organization to prepare for, detect, and respond to cyber-attacks.
- Demonstrated experience leading enterprise-wide IT operations and resolving complex IT problems that cross traditional organizational boundaries while ensuring compliance with security, audit and industry best practices to include emerging technology implementation, migration to Internet Protocol (IP) networks and telecommunications, application rationalization, service- oriented cloud architectures, IT project management, configuration management, and user end- point device virtualization and management.

- Joint Duty Credit: All DCSA executive level positions require Joint Duty Credit. Only those candidates who meet the Joint Duty Credit requirement will be eligible to compete/be considered for a senior executive position. Employees will receive joint duty credit for many almost any rotational assignments assignment to another IC component and may also be eligible to receive credit for service outside the IC (military, other government, or private sector) that was at least at the GS/GG-1113 or DCIPS Pay Band 3 level, that and it occurred on or after September 11, 2001. An external candidate, if selected, will be required to immediately apply for Joint Duty credit. Note: Employees without Joint Duty Credit may apply for the position and can be considered. If selected, a waiver would be required prior to final appointment. DCSA seniors without Joint Duty at the same tier level may lateral into the position if selected without requesting a waiver.
- DAWIA (Back to Basics) Certification: CAP: Position is a DoD Critical Acquisition Position & requires DoD Acquisition Program Management, Expert (4) certification within required timeframes. - Incumbent must execute, as a condition of appointment, a written agreement (e.g. DD Form 2888 (Critical Acquisition Position Service Agreement)) to remain in the position for at least three years. In signing the agreement, the incumbent does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by HR within 30 calendar days after the EOD (i.e., start date).
