Summary

You will serve as the Chief Program Analysis Officer in the Office of the Chief Information Officer (OCIO) for the Department of the Navy (DON).

Duties

  • You will serve as the subject matter expert for information resources management and budget certification, advising DON CIO on all Planning, Programming, Budgeting, and Execution (PPBE) matters related to major cyber and IT resource allocations.
  • You will advise on development, implementation, and assessment compliance with DON-wide IT and cyber activity programming and resourcing guidance to align to national, DoD, and DON strategic guidance and mission objectives.
  • You will serve as the principal advisor to senior managers on the development, implementation, and successful delivery of IT and cyber enterprise-wide projects and initiatives within the DON.
  • You will support DON CIO to ensure alignment of resources with requirements; coordinate with key stakeholders to assess and control the quality and timeliness of program implementation and to effectively utilize allocated resources.
  • You will maintain situational awareness of the threat environment and assessments to support IT and Cyber resource management and decision-making.
  • You will advise and provide recommendations on business case analysis formulation and structure for IT/Cyber investment and divestment opportunities.

  • This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
  • Successful completion of a pre-employment drug test (including marijuana) is required. A tentative offer of employment will be rescinded if you fail to report to the drug test appointment or fail the test. You will be subject to random testing.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Qualifications

QUALIFICATIONS REQUIREMENTS: Applicants will be assessed against Mandatory Technical Qualifications (MTQs). Failure to provide a separate narrative statement which describes fully and concisely how your experience meets the Mandatory Technical Qualifications will eliminate you from consideration.

MANDATORY TECHNICAL QUALIFICATIONS: (Each must be addressed separately in your Supplemental Narrative Statement. Each MTQ must not exceed 2 pages.)

1. Extensive knowledge of DoD information technology and cyber activity programmatic requirements, risk methodologies, technology, and analytics for enterprise information environment design and architecture to include modernization, innovation and cyber defense initiatives.

2. Mastery-level knowledge of the PPBE process and requirements through all phases to include POM development, coordination, and decision-making and budget formulation and submission.

3. Demonstrated ability to effectively communicate complex resourcing and analytical findings through a variety of avenues including written business case analysis, resourcing decision briefs, and formal budget, presentations at senior forums, and leading and negotiating strategic investment and divestment decisions among a diverse set of senior leader stakeholders.
