HIRING PROCESS AND TIMELINE:
1.  Approximately 1-2 weeks after this job announcement is closed, interviews will be scheduled with the most qualified candidates.  
2.  Shortly after interviews candidates who are being considered for hire will be asked to provide contact information for work references that can verify candidate¿s role, responsibilities, and tenure.  Timeline is dependent on reference check responses usually this task takes 1 week.
3.  Once favorable reference checks have been completed, candidate will be officially offered a job that is contingent upon the successful completion of a medical screening, drug test, and background investigation.  NOTE: Current employees may be exempt from this step.
4.  Pre-employment medical screening, drug test, and background investigations will run concurrently.  This step usually takes 4 weeks but may take longer due to the government shutdown and holidays.   
5.  Anticipated Start Date: 6-8 weeks after job announcement closes.

This position assists the Child Development Center (CDC) Director in overseeing a developmentally appropriate child and youth program (CYP) as well as the management of the program and facilities. CYP provides appropriate developmental care and instruction for children and youth ranging in age from six weeks to 18 years. The incumbent is responsible for administration of the facility to include assisting the CDC Director with budgeting and financial management, personnel management, food service, facility operations, and compliance, among other tasks.

Serves as a first level supervisor for assigned staff and assists the CDC Director in the supervision of the day-to-day operation of the program/activity. The incumbent reports and works directly with the CDC Director with minimum supervision to accomplish the overall objectives of administering the program. Work is subject to review for adequacy of program accomplishments, effectiveness, and compatibility with other work, and compliance with requirements.

Responsible for overall customer service standards, scheduling staff, financial accountability and accounting for on hand cash, waiting list procedures, child care enrollment procedures, room counts/attendance reports, and United States Department of Agriculture (USDA) reporting.

Recommends to the CDC Director innovation/policy changes or refining methods and techniques to be used in providing and continually improving the CYP.

In the absence of the CDC Director, the incumbent assumes responsibilities and performs duties and requirements of the position under higher level supervision with oversight.

The incumbent is expected to apply subject knowledge, ensure policy compliance, and use initiative and creativity in accomplishing plans, outcomes, goals, and objectives. The success of the CYP requires ongoing interpretation of program policies, professional development of CYP employees, and needs of children, youth, and parents. The work includes numerous and unrelated processes and procedures concerning the wide variety of activities in a CYP.

The incumbent serves as a mandated reporter as prescribed by local policy in the case of suspected incidences of child abuse and neglect. The incumbent has knowledge of Federal, State and local laws governing the detection, prevention, and reporting of child abuse and/or neglect. EVALUATIONS:

Qualifications

Minimum of 18 months¿ experience working in group programs with children/youth as well as demonstrated knowledge in theories and principals of child/youth development. Experience must demonstrate the ability to lead junior staff in the accomplishment of work.

REQUIRED EDUCATION:
Bachelor's degree or advanced degree in youth development, elementary or secondary education, family and consumer science (human development emphasis), special education, or other fields appropriate to the position.

OR
A combination of education and experience (e.g. courses equivalent to a major in a field (24 higher level semester hours) appropriate to the position (see above) plus appropriate experience or additional course work that that provided knowledge comparable to that normally acquired through the successful completion of the 4-year course of study described above. 

Must be able to obtain and maintain TIER-1 Child Care (CNACI) background checks which are required for positions that involve working with children under 18 years of age. Must pass a pre-employment physical and annual physical, thereafter, provide evidence of immunization and be free from communicable disease. Must complete all DoD training requirements within the specified time including orientation, initial, DoD Standardized Module Training, and annual ongoing training requirements, and required certifications, if any. Must maintain current food handlers, CPR and First Aid certifications. May be required to obtain a government driver¿s license. Ability to communicate effectively in English, both orally and in writing, and possess strong interpersonal communication skills.

Must have the ability to use Microsoft Office Suite.

Note: This position is identified as a Test Designated Position (TDP). The incumbent is subject to random drug testing because duties must be performed with a high level of productivity,
reliability and judgment to prevent adversely affecting personnel safety, and causing risk/damage to government property, and/or significant adverse impact to day-to-day operations. A positive drug test, or failure to submit for testing, may become the basis for removal from this position.
