Summary

Serves as the national program manager and principal advisor for Engineering for the U.S. Army Corps of Engineers (USACE) South Florida Ecosystem Restoration (SFER) mission which includes large, diverse, and complex dam and levee safety products. Also serves as a lead engineer for the SAD Regional Infrastructure Production Center (RIPC), a component of the SAD Regional Business Directorate.

Duties

  • Serves as the Engineering Division’s program manager and principal advisor of the projects and tasks associated with the South Florida Ecosystem Restoration (SFER) Program.
  • Plans, programs, schedules, directs, coordinates, advises, and reviews the work of technicians and engineers at the GS-13 level and below and/or A-Es and consultants.
  • Coordinates the planning, developing, building, and sustaining of projects within the SFER Program within constraints of budgets and authorizations for civil works projects throughout Florida.
  • Manages the execution of complex, non-routine dam and levee construction, modifications, engineering assessments, risk and reliability analyses, and infrastructure security.
  • Reviews construction contract documents and looks for omissions, discrepancies, inadequacies, and nonconformance with approved criteria and recommends appropriate corrective action when problems are identified.
  • Works closely with high level program officials internally and with partnering State and Federal agencies and Tribal entities in the development of overall SFER program goals and objectives.

In order to qualify, you must meet the education/experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience Statement: I have at least one (1) year of specialized experience at the GS-13 (or equivalent) level which includes: 1) Leading a diverse, multi-disciplinary engineering team of engineers, geologists, technicians, and technical specialists in the production of engineering products such as reports, construction plans and specifications (P&S), and cost estimates for civil works projects such as locks, dams, spillways, pumping stations, retaining wall systems, culverts, levees, and channels. 2) Ability to prepare program level budgets and schedules. 3) Tracking project execution (budget, schedule, and quality) and delivering quality products on time and within budget. 4) Ability to represent technical positions and provide cogent briefings to sponsors and stakeholders in public forums on life safety considerations related to complex civil works projects.

Education requirement: Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
