The primary purpose of this position is to serve as a first level supervisor, providing planning, directing, organizing, and exercising control over nonsupervisory employees assigned to the Programs Branch of the Andersen Program Management Office.

Duties

The position is responsible for multidisciplinary engineering assignments concerning Air Force installation resiliency, post disaster reconstruction efforts to include programming, planning, logistics, resourcing, resiliency, and innovation. Supervisory responsibilities will include military, civilian and contractor personnel.

Duties for this position typically include

1. Plans, organizes, and directs the activities of Air Force Instillation and Mission Support Center, Detachment 2, Program Management Office (PMO), ensuring that Air Force disaster facilities and infrastructure work complies with legal and regulatory requirements and meets customer needs.

2. Exercises supervisory personnel management responsibilities.

3. Represents AFIMSC Detachment 2 with a variety of installation, cross-functional DoD organizations, higher Air Force agencies, and external businesses, industry and government agencies.

4. Manages functional and technical review during design and construction and through final acceptance phase for all MILCON, Facilities Sustainment, Restoration, and Modernization (FSRM), and other construction projects

  • The employee must, within 30-days of assuming this position and by 31 October annually, thereafter, file an OGE-450, Confidential Financial Disclosure Report. Employee is required to attend annual ethics and procurement integrity training.
  • This position has been designated as Key/Emergency Essential (E-E). In the event of a crisis, selectee must perform the Key/E-E duties until relieved.
  • This position cannot be vacated during a national emergency or mobilization. Requires the incumbent be removed from military recall status.

KNOWLEDGE SKILLS AND ABILITIES (KSAs):

Professional knowledge of engineering principles, practice, procedures, laws, regulations and current legislative issues pertaining to project/program management, execution, training and advisory services in engineering and construction, acquisition, environment and contract management.

Knowledge of safety and security regulations, practices, and procedures.
-
Ability to plan, organize, and direct the functions and staff of a small to medium sized organization.
-
Ability to communicate effectively, both orally and in writing, including ability to formulate and disseminate staff packages and criteria, develop, and conduct briefings, and present issues and recommendations relative to assigned program.
-
Skill in analyzing, planning, and adjusting work operations of organizational segments to meet program requirements and objectives within available resources; researching, analyzing, interpreting, and applying rules, regulations, and procedures in a variety of situations; developing conclusions and recommending solutions based on justifiable facts and evidence.

Knowledge of AF engineering and planning programs; sound programming business practices; performance and process improvement principles; and federal Planning, Programming, and Budgetary System (PPBS) as relates to assigned program.

Education

For Supervisory General Engineer (0801), Supervisory Civil Engineer (0810), Supervisory Environmental Engineer (0819), Supervisory Mechanical Engineer (0830) & Supervisory Electrical Engineer (0850): Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any optics, heat transfer, soil mechanics, or electronics. - OR - Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and -
For Supervisory Architect (0808): Degree: Architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems. - OR - Combination of Education and Experience: College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings.
