Summary

About the Position: This position is located at Evans Army Community Hospital, Civilian Human Resources Branch at Fort Carson, Colorado.

This is an obligated Position in which an employee has return rights. Upon the employee's return, incumbent may be required to vacate this position. This position is a TERM position Not To Exceed 13 months. May convert to permanent if return rights are waived.

Duties

  • Provide customer service to managers and employees with a comprehensive range of pay plans
  • Provide coordination/liaison among civilian employees, managers, timekeepers, supervisors, Defense Health Agency (DHA) Civilian Human Resources Agency (CHRA) and the Defense Finance and Accounting Service (DFAS).
  • Work independently as a technical authority with full administrative responsibility for the conduct of Federal civilian employee payroll accounts.
  • Investigate and resolve payroll issues associated with various and unrelated types of civilian appointments such as career, career-conditional, and temporary, part-time and intermittent employees.
  • Assist Resource Management personnel in the resolution of a wide variety of issues related to financial management and fund control.
  • Utilize a variety of financial systems such as Defense Civilian Payroll System (DCPS), Defense Civilian Personnel Data System (DCPDS), and Automated Time, Attendance, and Production System (ATAAPS).
  • Review, verify and process a variety of payroll and time and attendance data impacting pay, electronic funds transfer (EFT) payroll deposits, leave, taxes, benefits, other deductions, and master payroll record information.
  • Contact DFAS payroll technicians to resolve payroll issues.

  • Tier 2 Position (Public trust): Position is designated as moderate risk involving Public Trust. Appointment is subject to a background investigation including a credit check to determine suitability for Federal employment and/or the position.

  • This position requires Department of Defense and Department of the Army Financial Management level 2 certification within 1 year of being appointed to the position.

Specialized experience is defined as demonstrated experience 1) performing accounting or other financial management technical methods, techniques, and procedures to resolve especially difficult or sensitive problems; 2) Utilizing the Defense Civilian Payroll System (DCPS) and Automated Time And Attendance Production System (ATAAPS) for inputting payroll data, verifying stored data in Defense Finance and Accounting Service (DFAS), conducting extensive records research, performing reconciliation, initiating corrective actions, and providing payroll liaison functions; and 3) Investigating and resolving payroll issues associated with various and unrelated types of Federal civilian appointments.

  • This is a TERM position. It is time-limited and may be extended beyond six (6) years, up to eight (8) years. This position may be converted to permanent career or career-conditional appointment without further competition as long as all requirements are met.
  • A Term Appointment does not offer career or career-conditional status in the competitive service.
  • Permanent employees of another agency may be required to take a 3 day break in service.
  • Permanent federal employees are not guaranteed return back to their permanent position prior to being placed in the time-limited position
