Summary

You will serve as a Civilian Program Management Specialist of HEADQUARTERS US INDO-PACIFIC COMMAND.

The Secretary of Defense has ordered a department-wide hiring freeze subject to certain limited exceptions. This position is subject to the DoD hiring freeze. Offers of employment related to this vacancy announcement will not be executed until the position has an approved exemption.

Duties

  • You will provide advisory support and services to Headquarters USPACOM and Center or Excellence managers and employees on all appropriated fund civilian personnel program matters.
  • You will provide guidance on and assist with developing position descriptions; implementing new classification standards; and perform position reviews, classification evaluations, and desk audits.
  • You will advise management on recruitment/placement functions, including SES hiring; develop and present briefings; and serve as an EEO representative on selection recommendation panels for high-grade level positions.
  • You will review, analyze, develop and coordinate policies, strategies and courses of action on USPACOM civilian programs.
  • You will analyze and monitor position/billet, authorization/vacancies, civilian funding and payroll costs.
  • You will participate in IG inspections, Budgetary audits, and Congressional inquiries, and provide training to supervisors and employees on various civilian program requirements.

Qualifications

GS-12:

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector.

Specialized experience must demonstrate performing duties such as the following: 1) Administering and managing civilian programs and resource management requirements; 2) Providing technical support and services to managers and employees on civilian personnel functions such as recruitment, staffing, position management and classification, compensation, employee development and training, leadership development, performance management, employee entitlements and awards, new hire pre-processing and in-processing, permanent change of station, etc.; 3) Issuing guidance on civilian personnel policies and programs; and 4) Reviewing, analyzing, developing, and coordinating policies, strategies and courses of action on civilian personnel programs
