Duties

Serves as Supervisory Clinical Counselor for the Family Advocacy Program providing direct oversight, comprehensive counseling, and case management services.   Provides expert advice and guidance on precedent-setting situations or problems with potentially serious consequences. Provides Family Advocacy services for active duty Marines, retired military members, their families, and others as authorized by DoD policy. Comprehensive counseling services include: screening, clinical case management, individual, marital, group, and family treatment.   The incumbent conducts individual, marital, group and family counseling using various complex techniques. Screens, evaluates and provides counseling for individuals as indicated by interviews and assessment methods based upon expert research in associated fields.   Includes but not limits individuals with emotional problems, behavioral problems, domestic violence and child abuse. Exercise independent judgment to apply expertise in conducting initial assessments to match an individual needs to the most appropriate resources. Assesses individuals, couples and families as well determining diagnosis and treatment plans.

Conduct complete psychological evaluations, risk assessments for violence and assessment of multi-problem, dysfunctional families.

As a credential Licensed-Independent Practitioner (LIP), performs diagnosis of mental health disorders and determine level of patient treatment that focuses on treatment intensity and individual patient needs.

Plans, develops and implements programs designed to foster positive healthy relationships within the family structure. Develops and maintains professional standards of service, community referral resources and a close network with the clinical staff of other service providers.

Supervises the clinical performance of counselors to include: coaching, counseling, tutoring, and mentoring employees. Provides assistance and recommendations to FAPM on training, assigning and distributing work, personnel actions and performance reviews for the clinical staff. In the absence of the FAPM will assist with the approving and disapproving leave and signing timecards.

Provides World Class Customer Service with an emphasis on courtesy. Assists customers and communicates positively in a friendly manner. Takes action to solve problems quickly. Alerts the higher-level supervisor, or proper point of contact for help when problems arise. Adheres to safety regulations and standards. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor. Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours (to include weekends as necessary).

This is a white-collar position where occasional lifting up to 20 lbs may be required.

EVALUATIONS:

Qualifications

Master¿s Degree in one of the behavioral sciences, able to meet Credentialing and Privileging standards in MCO P1754.11 and SECNAV Instruction 1754.7A.  Must have a current state license to practice independently as a Clinical Social Worker, Licensed Marriage and Family Therapist, Licensed Professional Counselor (LPC) or Clinical Psychologist and must provide a photocopy with their application.  Two years of post-graduate experience in various modalities and skill to provide individual, group, couples and family treatment/counseling.  Must have at least two years of experience providing the following:  (1) clinical supervision to student's completing a master's degree in a clinical behavioral science program, (2) master's level clinical staff working towards licensure (or other licensed clinicians), (3) or a combination of the three. Ability to provide Behavioral Health related counseling services as well as comprehensive counseling and case management services to active duty and retired military members, the Reserve components of the military services, their families, and DOD civilians as space permits.  Skill to provide comprehensive counseling services for: anxiety, depression, stress, violence, and coping areas amenable to brief solution-focused therapy. Knowledge of and skill to apply human social services principles and practices, family and group dynamics, human behavior and chemical dependency dynamics in providing counseling services. Knowledge of family structure, dynamics, needs and problems, interpersonal, economic, social, cultural, environmental, and psychological factors in relation to changing social patterns. Diagnostic skills in areas of psychological pathology and psychosocial dynamics. Skill in program development, teaching and counseling.  Knowledge of legal information pertaining to family relationships and laws protecting children and elders, as well as professional ethics of marriage, group, family and child counseling.
