Summary

THIS IS A NATIONAL GUARD TITLE 32 EXCEPTED SERVICE POSITION.

This National Guard position is for a COMMAND PROGRAM SUPPORT SPECIALIST (T32), Position Description Number D2420000 and is part of the RI Joint Force Headquarters. Primary responsibilities include monitoring the implementation and execution of various Army National Guard (ARNG) programs and assisting in matters inherent to Command Administrative Office operations.

Duties

Provides executive level support in planning, formulating, coordinating and implementing ARNG programs within the Command Administrative Officer's areas of functional responsibility. Conducts research and analysis of regulatory data regarding command structures, state level authorizations, organizational and program responsibilities, and provides pertinent advice and assistance to subordinate command activities as required. Serves as a point of contact (POC) on State Headquarters ARNG staff activities and field organizational elements.

Administers the State Internal Control Program and monitors implementation and execution of other state level programs as assigned. Analyzes program effectiveness, identifies problematic areas, requests operating level input, develops and makes recommendations to the CAO for program revision or improvement. Ensures resolution of recurring problems through coordination with operating managers and staff officers. Acts as special project officer when designated as such by CAO or the Adjutant General. Identifies and initiates new projects as required to manage and oversee assigned programs. Attends meetings and/or special conferences as CAO representative and may act as a working member on special councils, contracting and financial boards, readiness committees, etc., and functions as the public relations POC for the Command Administrative Office.

Performs other duties as assigned.

  • This is an excepted service position that requires membership in a military assignment in the RI Army National Guard.
  • Selectee will be required to wear the military uniform.
  • Acceptance of an excepted service position constitutes concurrence with these requirements as a condition of employment.
  • This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.
  • Federal employment suitability as determined by a background investigation. Must be able to obtain and maintain the appropriate security clearance of the position.
  • Participation in direct deposit is mandatory.
  • Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.
  • May occasionally be required to work other than normal duty hours.
  • This is a National Guard dual status technician position which requires military membership.
  • The work may require the incumbent to drive a motor vehicle; if so, an appropriate valid driver’s license is mandatory.

Military Grades: E6-E8, O1-O3

Compatible Military Assignments: For Dual-Status Technician positions service affiliation under Title 32 USC 709 is required. Military skill set is determined by AFSC/MOS requirements. Upon selection, individuals must be assigned to a compatible military AFSC/MOS in accordance with statutes and National Guard Bureau regulations and must obtain/maintain all requirements of the AFSC/MOS.

GENERAL EXPERIENCE: Must have experience, education, or training which provided a general knowledge of principles of organization, management, and administration. Experience using computer and automation systems.

SPECIALIZED EXPERIENCE: Must have one-year specialized experience equivalent to at least the next lower grade level. Must have experience, education or training in program or managerial experience in a type of work or a combination of functions directly related to the position to be filled or in comparable work or functions. Must have experience developing and recommending policy; organizing and carrying out specific programs, evaluating and recommending changes in methods of operations. Must have experience in supervisory, staff or technical work which included study, analysis or evaluation leading to the development or improvement of managerial or administrative policies, practices and procedures. Must experience preparing written communications and oral presentations.

Indefinite employment is defined as an excepted appointment with indefinite time limitations and is used when the appointment is expected to extend beyond one year. Candidate may be terminated with a 30-day notice. Should the need for the indefinite time limitations placed on this position no longer exist, the indefinite appointment could be converted to permanent action without further competition and you may be required to serve a trial period upon conversion.

  • Knowledge of program issues, goals, objectives, work processes, and administrative operations of the organization.
  • Coordinates management programs involving training activities, safety, maintenance, and communications and operations.
  • Develops schedules, plans, and briefings to ensure proper functioning of range management operations and personnel to support such functions.
  • Ensures that all activities are conducted in accordance with installation safety guidelines and standard operating procedures and resolves most conflicts independently.
  • Plans, organizes, and carries out assignments, coordinates work with others, determines the approach and methodology to be used.
