Duties

Serves as the Program Manager of the installation's full service Community  Counseling Center (CCC); Marine and Family Programs, Marine Corps Community Services that includes oversight and management of: operation of facilities; programming and related services; supervision of financial, personnel and property resources; planning, implementation of services and execution of associated initiatives.  Independently oversees day-to-day operations of the Community Counseling Center that encompasses:  mission, function, operation, activity, laws, rules and regulations authorized and funded by the Marine Corps.  Monitors project activities to mitigate risks and maximize resources that can have affects on operations and groups of people. As a credential Licensed Independent Practitioner (LIP), performs diagnosis of mental health disorders and determine level of patient treatment that focuses on treatment intensity and individual patient needs. Uses expertise in behavioral health theories and practices to provide oversight of and monitor the installation's comprehensive counseling services which includes:  initial screenings, clinical case management, individual, marital, group, and family treatment.  Acts as the installation subject matter expert for Community Counseling by serving as   representation on working groups and coordination of multidisciplinary requirements.  Oversees development of effective prevention and evidence based treatment programming. Ensures the Community Counseling Center is in compliance with outside accreditation policies and practices such as Commission on Accreditation of Rehabilitation Facilities and/or Joint Commission on Accreditation of Healthcare Organizations. Serves as the CCC Director independently overseeing day-to-day operations of the ongoing community clinical counseling program at the installation.  Determines appropriate products or services for customers and defines program scope, requirements and deliverables.  Develops, modifies or provides input to project plans.  Implements clinical counseling program plans to meet objectives.  Coordinates and integrates project activities.  Manages or leads management of project resources.  Implements and maintains quality assurance processes.  Solves problems, takes prompt corrective action when problems arise and makes improvements to programs.  Conducts presentations or briefings on all aspects of the Community Counseling as required.  Participates in phased, milestone and final program reviews.

MAJOR DUTIES CONTINUED: 

Develops and implements program marketing plans. Assesses program operations.  Monitors progress toward organizational goals.  Evaluates and makes adjustments to improve the program as needed.  Identifies problems, determines accuracy and relevance of information and uses sound judgment to generate and evaluate alternatives.  Stays abreast of current methods, metrics, tools and techniques related to the specialty area or program to implement up to date best practices.  Organizes work, sets priorities and determines resources requirements.  Determines short and long term goals and strategies to achieve priorities.  Coordinates with other programs or work areas to accomplish goals.  Monitors progress and evaluates outcomes of operations, activities and events. Develops minimum standards to govern the local program, policy, procedures and resources. Maintains effective working relationships with local, state, and federal rehabilitative organizations, law enforcement, legal and other medical agencies. Directly addresses matters involving: difficult technical problems, application of new or questionable techniques and methods, and decisions that require further clarification with the higher level supervisor.  Explains regulatory requirements relevant to problem situations.  Reviews proposed changes to program plans and project proposals to ensure statutory and regulatory requirements are met and changes do not include provisions contrary to policy and local practices.  Identifies provisions not consistent with requirements and recommends action to correct inadequacies. Maintains extensive contact with USMC headquarters, Behavioral Health Branch Head, Community Counseling Center directors from other commands and other work areas in the organization on collaboration of best practices, sharing resources and achieving goals. May maintain contact from related agencies in the local community to:  resolve problems, negotiate agreements, advise on and render technical assistance in:  utilizing facilities and staff, redirecting programs to provide efficient and effective service, developing new or revised curricula and programs for staff development and developing and installing reporting systems. Reviews proposed changes to program plans and project proposals to see that all statutory and regulatory requirements are met and to ensure that changes do not include provisions contrary to basic law.  Identifies provisions clearly not consistent with federal requirements and recommends remedial action necessary to correct inadequacies. May work a fluctuating work schedule to complete work assignments outside of the typical work week and work hours.  May travel to complete work assignments and conduct or attend conferences and meetings.

QUALIFICATIONS:

Masters degree in social work or a related field (psychology, marriage and family therapy) and 3 years post masters experience providing direct care/management in  mental health programs. Certified as a Licensed Clinical Social Worker (LCSW) or Licensed Professional Counselor (LPC) or Licensed Marriage and Family Therapist (LMFT) accredited through the USMC Credentialing Review Board as a Tiered provider.  Clinically licensed at the independent practitioner level by a state regulatory board and in good standing with the licensing authorities. Demonstrates mastery of the principles and practices in the field of mental health prevention and education and skill and experienced judgment in extending advanced concepts and methods for improving the quality and accessibility of substance abuse prevention and education. Provides expert technical assistance to professionals in the field and introduces innovative approaches and extension of established methods and practices

Experience in providing support services that would sustain mission requirements such as maintaining war fighter readiness and coping with mental health issues, substance abuse, co-occurring disorders, and/or prevention of problems that detract from unit performance.  Experience that demonstrates skill to serve as a Director to independently oversee day-to-day operation of an ongoing Community Counseling Center that encompasses:  mission, function, operation, activity, laws, rules and regulations authorized and funded by the agency; review and approval or disapproval of program plans and materials; analysis of proposals or provisions in terms of impact on program resource requirements; implementation of operating procedures and standards to incorporate provisions that affect operating activities and requirements and review of the administration and operation of the program.  Skill to supervise employees in the accomplishment of work.

Knowledge of mental health, domestic/child abuse, family conflict and substance abuse issues and its impact on the social fabric of families, military organization and communities.  This should include extensive knowledge of behavioral health signs and symptoms  identified as Axis I disorders in the current DSM, and appropriate treatment interventions and standards to help implement and conduct treatment and education programs that demonstrate the possession of : knowledge and skill in screening for mental health, family relationship, substance abuse, marital conflict, and co-occurring disorders, diagnosing mental health disorders within the current DSM; knowledge of the standards of case management, ability and skill to use a wide variety of treatment modalities; knowledge and ability to teach and develop syllabi for education and treatment programs.
