Summary

You will serve as a COMPUTER SCIENTIST in the SOFTWARE ENGINEERING BRANCH (N641) of NAVOCEANO BAY ST LOUIS.

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service.

Duties

  • You will be responsible for engineering software solutions while following all software guidance and direction.
  • You will develop software ensuring adherence to software engineering standards and guidelines, transitioning software, and performing software maintenance duties for software supported by N64.
  • You will maintain cybersecurity compliance of all supported environments according to the command guidelines and requirements.
  • You will design solutions to meet middleware requirements while maintaining cybersecurity compliance.

Qualifications

In addition to the Basic Requirements for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following:
  • Experience following DoD cybersecurity guidelines and security compliant solutions, and applying knowledge of cybersecurity principles, cyber threats, and vulnerabilities.
  • Experience programming and/or using Java/JavaScript, ArcGIS Desktop/ ArcGIS Pro application development, Python, Visual Studio Professional 2017 or higher, Oracle PL/SQL, and completion of Security Technical Implementation Guides (STIG) such as the Application Development and Security STIG preferred.
  • Experience developing, integrating, troubleshooting, and deploying web applications on web and application servers.
  • Experience identifying and anticipating system/server performance, availability, capacity, or configuration problems and provide appropriate user notices to such issues via a GUI.
  • Experience incorporating software design including Object Oriented Design and Service Oriented Architecture (SOA).
  • Experience communicating information technology concepts, principles and results effectively in writing, presentations, demonstrations and in person-to-person contacts.

Education

Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.

BASIC REQUIREMENTS:

Applicants must possess a bachelor's degree in computer science or bachelor's degree with 30semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

EVALUATION OF EDUCATION:

Applicants should have sufficient knowledge to understand the fundamental concepts and techniques of computer science. Courses designed to provide an introduction to computer science techniques and methodologies, to problems of system design, and to other specialized fields are acceptable. Courses or experience in teaching elementary, business, or shop mathematics are not acceptable.

The incumbent is required to obtain the foundational qualification within 9 months and the residential qualification within 12 months of appointment and maintain qualifications as described in DoDM 8140.03 Cyber Workforce Qualification and Department of Navy policies. Participation in a continuous professional development program, completing an annual 20-hour minimum of Cyber Workforce related continuous professional development must be documented and completed in a current individual development plan signed by both the employee and supervisor.
